Stemming from the NATO Advanced Research Workshop, this book asserts that no single institution or country possesses all the resources to effectively address radiological and nuclear threats. Moreover, the book asserts that fundamental scientific challenges must be overcome to achieve new and improved technologies. In response, the book sets forth research strategies that advance the ability to counter nuclear and radiological threats.

Although each main-set volume of Terrorism: 1st Series contains its own volume-specific index, this comprehensive Index places all the Index info from the last fifty main-set volumes into one index volume. Furthermore, the volume-specific indexes are only subject indexes, whereas five different indexes appear within this one comprehensive index: the subject index, an index organized according to the title of the document, an index based on the name of the document's author, an index correlated to the document's year, and a subject-by-year index. The Indian Ocean region has rapidly emerged as a hinge point in the changing global balance of power and the geographic nexus of economic and security issues with vital global consequences. The security of energy supplies, persistent poverty and its contribution to political extremism, piracy, and related threats to seaborne trade, competing nuclear powers, and possibly the scene of future clashes between rising great powers India and China—all are dangers in the waters or in the littoral states of the Indian Ocean region. This volume, one of the first attempts to treat the Indian Ocean Region in a coherent fashion, captures the spectrum of cooperation and competition in the Indian Ocean Region. Contributors discuss points of cooperation and competition in a region that stretches from East Africa, to Singapore, to Australia, and assess the regional interests of China, India, Pakistan, and the United States. Chapters review possible “red lines” for Chinese security in the region, India’s naval ambitions, Pakistan’s maritime security, and threats from non-state actors—terrorists, pirates, and criminal groups—who challenge security on the ocean for all states. With the dissolution of the Soviet Union the nuclear threats facing the world are constantly evolving and have grown more complex since the end of the Cold War. The diversion of complete weapon systems or nuclear material to rogue nations and terrorist organizations has increased. The events of the past years have proved the necessity to reevaluate these threats on a level never before considered. In recognition that no single country possesses all of the answers to the critical scientific, institutional and legal questions associated with combating nuclear and radiological terrorism, the NATO Advanced Research Workshop on “Preparedness for Nuclear and Radiological Threats” and this proceeding was structured to promote wide-ranging, multi-national exploration of critical technology needs and underlying scientific challenges to reducing the threat of nuclear/radiological terrorism; to illustrate through country-specific presentations how resulting technologies were used in national programs; and to outline the role of legal, policy and institutional frameworks in countering nuclear/ radiological terrorism. One key outcome of this book is better understanding of the interdependent contributions from across the international community of the scientific and technological components and the legal, policy and institutional components to combating nuclear and radiological threats.
