Higher education institutions (HEIs) are increasingly affected by globalization and internationalization, with implications for language use, teaching and learning in their academic communities. As a consequence, HEIs may change their approach to multilingualism on campus, taking into account language needs as well as opportunities and challenges associated with language diversity. This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. It acknowledges the importance of a continued dialogue between researchers and decision-makers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2018-2020 European Higher Education Area (EHEA) priorities. The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. This book gives a platform for discussion on key issues between researchers, various direct higher education actors, decision-makers, and the wider public. This book draws on elements of critical social theory, research on globalization, neo liberalism and education, and Malaysian Studies to understand the interplay of globalization, nationalism, cultural politics and ethnicized neoliberalism in shaping the educational reforms in Malaysia. Using the Malaysia Education Blueprint 2013-2025 (MEB) as a case study, a catalyst and a context, this collection critically explores some of the complex historical and contemporary push-pull politics and factors shaping Malaysia’s education system, its reform and the experience of Malaysians – and others – within it. The authors in this volume focus on the interplay of neoliberalism, nationalism, ethnic and cultural politics in shaping the educational reforms in Malaysia. Their work captures and seeks to understand the enduring, though changing, hierarchy of access and differentiated rights to educational, social and economic resources and opportunities experienced by different individuals and collectives, including those involved in the neoliberal enterprise of international education. It looks at how inequities have been re-configured in different educational spaces in Malaysia, and at how these inequities have been addressed through reform policies and practices. The book will be a shaper and critical contributor to the assessment of the Malaysian Education Blueprint and related policies. It will also have wider relevance globally as a critical approach to policy discussion.

In response to the COVID-19 pandemic, universities around the globe have taken numerous extraordinary measures and implemented many changes to their strategic, operational, and academic activities. Currently, there is a transformation taking place from the emergency decision-making in the early stages of the pandemic towards reflection and resolution on how the past months can shape governance and strategy. Higher education institutions have been facing challenges with the alignment of their university governance for their strategic and operational plans. This book examines the ideological underpinnings of language-in-education policies that explicitly focus on adding a new language to the learners' existing repertoire. It examines policies for foreign languages, immigrant languages, indigenous languages and external language spread. Each of these contexts provides for different possible relationships between the language learner and the target language group and shows how in different polities different understandings influence how policy is designed. The book develops a theoretical account of language policies as discursive constructions of ideological positions and explicates how ideologies are developed through an examination of case studies from a range of countries.
