This work brings together the papers presented at a conference on `New Dimensions of Peacekeeping' which was convened at the Graduate Institute of International Studies in Geneva in March 1994. The papers address the new role of peacekeeping (including peacekeeping and peace enforcement) which is now emerging and also places an emphasis upon the role of the `newcomers' in peacekeeping, specifically Japan and Germany. The collection of papers, by many distinguished scholars in the field, actively discusses both the strengths and weaknesses of the United Nations peacekeeping efforts in meeting the increasing demands placed upon it due to the enormous upsurge in ethnic, religious and other local conflicts. `The 1990s have seen wide swings in public opinion towards United Nations Peacekeeping. The euphoria and high expectations regarding what the United Nations can deliver have been replaced by the rude shocks and deflated assessments of its capacity to successfully cope with conflicts. In this context, it would be highly desirable that a judicious balance be struck in the evaluation of United Nations peacekeeping activities, which takes fully into account the great potential they have for contributing to international peace and security and to the reduction of human suffering. In this important, controversial, and at times troubling book, Sandra Whitworth looks behind the rhetoric to investigate from a feminist perspective some of the realities of military intervention under the UN flag. Whitworth contends that there is a fundamental contradiction between portrayals of peacekeeping as altruistic and benign and the militarized masculinity that underpins the group identity of soldiers. Examining evidence from Cambodia and Somalia, she argues that sexual and other crimes can be seen as expressions of a violent hypermasculinity that is congruent with militarized identities, but entirely incongruent with missions aimed at maintaining peace. She also asserts that recent efforts within the UN to address gender issues in peacekeeping operations have failed because they fail to challenge traditional understandings of militaries, conflict, and women. Peacekeeping has been the technique most frequently used by, and associated with, the United Nations to end conflicts and to preserve peace. In addition, international and regional organizations have also performed peacekeeping functions. Since the establishment of the first UN peacekeeping mission, UNEF I, in 1956, international lawyers have raised questions about the legal aspects of these operations. Traditionally, they analyzed the constitutional basis for peacekeeping and tried to allocate the authority under the UN Charter for peacekeeping among the Security Council, the General Assembly and the Secretary General. They discussed the use of force by peacekeepers, the applicability of international humanitarian law, as well as the responsibilities and liabilities of peacekeepers. Since the end of the cold war, peacekeeping operations have become more complex. In the first forty years, peacekeepers functioned mainly as buffer zones between warring parties and monitored cease-fires. Nowadays, they are increasingly engaged in internal rather than international conflicts and perform a multitude of tasks. Among others, they act as civilian administrators, oversee elections and monitor human rights. These changes have raised new legal problems. Which human rights obligations exist for peacekeepers? Do peacekeepers have to intervene if they witness war crimes and acts of genocide? How are they protected under international law? What is the legal framework of UN administrations like in Kosovo and East Timor? This book critically examines the response of the United Nations (UN) to the problem of sexual exploitation in UN Peace Support Operations. It assesses the Secretary-General’s Bulletin on Special Protection from Sexual Exploitation and Sexual Abuse (2003) (SGB) and its definition of sexual exploitation, which includes sexual relationships and prostitution. With reference to people affected by the policy (using the example of Bosnian women and UN peacekeepers), and taking account of both radical and ‘sex positive’ feminist perspectives, the book finds that the inclusion of consensual sexual relationships and prostitution in the definition of sexual exploitation is not tenable. The book argues that the SGB is overprotective, relies on negative gender and imperial stereotypes, and is out of step with international human rights norms and gender equality. It concludes that the SGB must be revised in consultation with those affected by it, namely local women and peacekeepers, and must fully respect their human rights and freedoms, particularly the right to privacy and sexuality rights.
