This volume describes and analyzes the proliferation of new mechanisms for participation in Latin American democracies and considers the relationship between direct participation and the consolidation of representative institutions based on more traditional electoral conceptions of democracy.

This Handbook concentrates on democracy beyond the traditional governmental structures to explore the full scope of participatory governance. It argues that it is a political task to turn the shift from government to governance into participatory forms, and reflects on the notion of democracy and participatory governance, and how they can relate to each other. The volume offers key examples of how governance can be turned into a participatory form.

This volume examines the promotion and defense of democracy in the Americas. Taking the Inter-American Democratic Charter (IADC) of 2001 as a baseline, it charts the evolution of the issue over the past decade. Although it considers historical antecedents, the main focus of the book is on key instances of promotion and defense of democracy in the Western hemisphere since the adoption of the IADC. It analyzes democratic norms, norm enforcement mechanisms and how they work in practice. Special attention is paid to the 2009 Honduras coup, the issues raised by it and the debates that surrounded it, as this was the first instance in which a member state was suspended in accordance with the IADC. Three central themes guide the analysis: the nature of challenges to democracy in Latin America; the role of regional organizations as democracy promoters; and the transformation of Inter-American relations. Participatory Budgeting continues to spread across the globe as government officials and citizens adopt this innovative democratic program in the hopes of strengthening accountability, civil society, and well-being. Governments often adapt PB's basic program design to meet local needs, thus creating wide variation in how PB programs function. Some programs retain features of radical democracy, others focus on community mobilization, and yet other programs seek to promote participatory development. Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six "PB types" to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region. A key empirical finding is that the change in PB rules and design is now leading to significant differences in the outcomes these programs produce. We find that some programs successfully promote accountability, expand civil society, and improve well-being but, too often, researchers do not have any evidence tying PB to significant social or political change.

This book shows how the introduction of intermediation is relevant in studying political and public policy processes, as they are increasingly accompanied by grey spaces in public and non-public arenas that cannot be categorized as purely representative or purely participative. Instead, ‘hybrid’ mechanisms are developing in the policy-making process, which bring in new actors who either are unelected while being required to represent or advocate for the common good of others or are directly elected but challenged by identity/rights-based issues of the people they are required to act in the best interest of. By proposing a conceptual frame on intermediation and addressing five different Latin American countries and a wide range of case studies —from human rights, labour relations, neighbourhood management, municipal bureaucracies, social accountability, to complex national systems of citizen participation—this volume shows the versatility and validity of a tridimensional frame, the “cube of political intermediation” (CPI) as a tool for analysing public policy and understanding contemporary democratic innovation in Latin America.

This book examines the rise, spread and decline of participatory budgeting in Brazil. In the last decade of the twentieth century Brazil became a model of participatory democracy for activists, practitioners, and scholars. However, some thirty years later participatory budgeting is in steep decline, and on the verge of disappearing from Brazil.
