Globalization processes are propelling a transformation of governance. As political problems become more transnational, public as well as private actors increasingly perform governance activities beyond the level of individual states. This book examines the wide variety of forms that governance can take in the global system and their consequences. An overarching analytical framework is applied to global institutions and initiatives in areas such as trade liberalization, financial market regulation, privacy protection, cybercrime, and food safety.

Comparing Germany’s and Brazil’s government perspectives, Sybille Roehrkasten reveals that the ideas on global renewable energy governance are highly contested. In her study, the author sheds light on the politics behind the definition of global governance issues, focusing on two pioneers in the worldwide promotion of renewables and two decisive players in this emergent area of global cooperation. She demonstrates that ideas about problems and solutions in transboundary policy-making differ widely and that these differences are caused by the decision makers’ policy contexts and self-interests. The differences concern key aspects in global governance on renewables, such as global challenges to be addressed, favored renewables options, barriers to renewables promotion and tasks for cooperation.

Yet while comparative research projects involving OECD-countries are fairly common, comparative research integrating developing regions is still rare, despite the fact that these countries are among the key actors of the twenty-first century. This collection emphasizes the role of regional powers in intra-regional, interregional and global contexts, analyzing the rise of regional powers from a comparative perspective. In so doing, the book explains how these powers have power to shape regional and global politics.

In the past few years, numerous authors have highlighted the emergence of transnational climate initiatives, such as city networks, private certification schemes, and business self-regulation in the policy domain of climate change. While these transnational governance arrangements can surely contribute to solving the problem of climate change, their development by different types of sub- and non-state actors does not imply a weakening of the intergovernmental level. On the contrary, many transnational climate initiatives use the international climate regime as a point of reference and have adopted various rules and procedures from international agreements. How can international organizations (IOs) like the United Nations (UN) and their implementing partners be held accountable if their actions and policies violate fundamental human rights? This book provides a new conceptual framework to study pluralist accountability, whereby third parties hold IOs and their implementing partners accountable for human rights violations. Based on a rich study of UN-mandated operations in Afghanistan, Bosnia and Kosovo, the EU Troika's austerity policy, and Global Public-Private Health Partnerships in India, this book analyzes how competition and human rights vulnerability shape the evolution of pluralist accountability in response to diverse human rights violations, such as human trafficking, the violation of the rights of detainees, economic rights, and the right to consent in clinical trials. While highlighting the importance of alternative accountability mechanisms for legitimacy of IOs, this book also argues that pluralist accountability should not be regarded as a panacea for IOs' legitimacy problems, as it is often less legalized and might cause multiple accountability disorder.

International Organizations (IOs) are important actors within global social governance. They provide forums for exchange, contention and cooperation about social policies. Our knowledge about the involvement of IOs varies significantly by policy fields, and we know comparatively little about the specific roles of IOs in social policies. This volume enhances and systematizes our understanding of IOs in global social governance. It provides studies on a variety of social policy fields in which different, but also the same, IOs operate. The chapters shed light on IO involvement in a particular social policy field by describing the population of participating IOs; exploring how a particular global social policy field is constituted as a whole, and which dominant IOs set the trends. The contributors also examine the discourse within, and between, these IOs on the respective social policies. As such, this first-of-its kind book contributes to research on social policy and international relations, both in terms of theoretical substantiation and empirical scope.
