This book is a compilation of articles by over two dozen Indian specialists on India s relations with Russia and Russia Today, after the disintegration of the Soviet Union. It is a unique exercise. This study is first of its kind which makes an objective estimate of both India s relations with Russia and changes in Russia during 90 s in the last century.

Post Cold War international relations have undeniably been a litmus test for the bilateral relations between India and Russia. With the emergence of a new international system, the foreign policies of both countries vacillated to explore new avenues of partnerships with other international players, an opportunity that otherwise proved effective to a large extent. National priorities and the geo-political architecture remodelled by the US, thus, compelled New Delhi and Moscow to pursue a foreign policy that moved away from serving the interests of each other. While defining the trends in the bilateral relations between the two countries, the strategic community has questioned whether the relationship can remain as special and strategic as it had been in the past. Are both countries still as relevant to one another as they once were? As the constant debate revolves around these questions, the two entities have, however, indicated a certain level of distinguishing characteristics in order to address the complexities and challenges in the partnership and have acknowledged that their relationship is not only special but also indispensable. What has also continued to remain undamaged and an integral part of the bilateral relations is mutual trust, understanding and concern, thus, resulting in maturity and pragmatism, irrespective of the uncertainties that the two countries face. It is in this context, that the new stage in the bilateral relations between the two countries requires a thorough assessment. It stands to reason that with the developments that are taking place in the current international milieu, there is a need for India and Russia to reemphasise their strong strategic partnership, goodwill and diplomatic trust that have stood the test of time. This book undertakes a serious assessment of the strategic partnership in the contemporary international set up. The purpose of this book is to narrate important, dynamic events that have taken place in the Indo–U.S. relations, beginning from 1943 to 2013. This includes the American role in India's independence, the Cold War, demise of the Soviet Union, resurgence of Islamic fundamentalism, terrorists' attack of American cities in 2001, decline of American power, rise of India, and rise of China. The study is confined to only three areas: terrorism, nuclear proliferation, and nuclear energy. The defining moment of the twenty-first century occurred in 2008 when these two estranged great democracies engaged one another to work on common goals and establish a strategic relationship between two natural allies.

Four decades have passed since India conducted its first nuclear test. Since then the world has undergone a transition, both in terms of power dynamics and military warfare. The emergence of New Nuclear and Threshold states has transformed the traditional military warfare, making it more asymmetric. Though the concept of nuclear deterrence in the American strategic thought has diminished, but the Asian countries still consider nuclear weapons as an important strategy in combating conventional weaknesses. This altered strategic space has created problems in the civilian and the military domains. Since its independence in 1991, Russia has struggled with the growing pains of defining its role in international politics. After Vladimir Putin ascended to power in 2000, the country undertook grandiose foreign policy projects in an attempt to delineate its place among the world’s superpowers. With this in mind, Robert Nalbandov examines the milestones of Russia’s international relations since the turn of the twenty-first century. He focuses on the specific goals, engagement practices, and tools used by Putin’s administration to promote Russia’s vital national and strategic interests in specific geographic locations.
