This book examines the major security and related issues between the United States, Japan and North Korea (officially, the Democratic People’s Republic of Korea - DPRK). Although focusing mainly on current issues, this book also provides sufficient historical background to enable readers to appreciate the many nuances that have been ignored by policymakers, analysts and the media. Where appropriate, the book examines the security interests of other nations in Northeast Asia, specifically South Korea, China and Russia. This book explores civil–military relations in Asia. With chapters on individual countries in the region, it provides a comprehensive account of the range of contemporary Asian practices under conditions of abridged democracy, soft authoritarianism or complete totalitarianism. Through its analysis, the book argues that civil–military relations in Asia ought to be examined under the concept of ‘Asian military evolutions’. It demonstrates that while Asian militaries have tried to incorporate standard, Western-derived frameworks of civil–military relations, it has been necessary to adapt such frameworks to suit local circumstances. North Korea is in the throes of economic and social, if not political, transition. These changes have a pronounced gender dimension: the crisis of the command economy and the gradual emergence of an informal market economy, where, remarkably, the vast majority of North Korea’s traders and merchants are women. This book examines the complex relationship between gender roles and economic and social changes in North Korea. Because authoritarian regimes like North Korea can impose the costs of sanctions on their citizens, these regimes constitute "hard targets." Yet authoritarian regimes may also be immune—and even hostile—to economic inducements if such inducements imply reform and opening. This book captures the effects of sanctions and inducements on North Korea and provides a detailed reconstruction of the role of economic incentives in the bargaining around the country's nuclear program. Stephan Haggard and Marcus Noland draw on an array of evidence to show the reluctance of the North Korean leadership to weaken its grip on foreign economic activity. They argue that inducements have limited effect on the regime, and instead urge policymakers to think in terms of gradual strategies.
