Defining and conceptualizing Northeast Asia’s security complex poses unique quandaries. The security architecture in Northeast Asia to date has been predominately U.S.-dominated bilateral alliances, weak institutional structures and the current Six Party Talks dealing with the North Korean nuclear issue. There has been a distinct lack of desire among regional countries as well as the U.S. to follow in the footsteps of Europe with its robust set of multilateral institutions. However, since the late 1990s, there has been burgeoning interest among regional states towards forming new multilateral institutions as well as reforming and revitalizing existing mechanisms. Much of this effort has been in the economic and political arenas, with the creation of bodies such as the East Asian Summit, but there have also been important initiatives in the security sphere. This book offers detailed examinations about how this potentially tense region of the world is redefining certain longstanding national interests, and shows how this shift is the result of changing power relations, the desire to protect hard-won economic gains, as well as growing trust in new processes designed to foster regional cooperation over regional conflict. Can regional mechanisms better institutionalize the increasing complexity of economic and security ties among the countries in Northeast Asia? Japanese foreign policy in international political affairs, particularly after the Second World War, was criticized as relying solely on bilateralism and dismissed as blindly emulating American foreign policy. This book examines Japanese multilateralism from the Paris Peace Conference in 1919 to its latest bid for a permanent seat on the UN Security Council. At the threshold of the twenty-first century, the author asserts that Japan can play a more proactive role in the United Nations and in the Asia-Pacific through its cooperative security approach with emphasis on prevention of conflicts.

This book analyzes examples of strategic engagement in order to identify the factors which contribute to the success or failure of defence diplomacy in preventing interstate conflict. For more than a century, nations have engaged in defence diplomacy to cultivate mutual understanding and mitigate conflict. A subset of defence diplomacy is strategic engagement, defined as peacetime defence diplomacy between nations that are actual or potential adversaries. This book analyzes three cases of strategic engagement in order to elucidate the factors which contribute to the success or failure of this diplomacy in preventing conflict. It uses an inductive framework to compare strategic engagement in the following cases: Anglo– German defence diplomacy prior to World War I; U.S.–Soviet defence diplomacy during the Cold War; and post-Cold War U.S.–China defence diplomacy. Based upon archival, literature, and personal interview research, the book argues that defence diplomacy can mitigate the risk of interstate conflict between potential adversaries. The lessons learned from this book can be employed to discern the significant elements conducive to achieving a successful outcome of strategic engagement and averting conflict or even war. This book will be of much interest to students of defence studies, diplomacy studies, foreign policy and international relations.
