This book examines the current debate on nuclear non-proliferation and disarmament, notably the international non-proliferation regime and how to implement its disarmament provisions. Discussing the requirements of a new international consensus on nuclear disarmament and non-proliferation, this book builds on the three pillars of the nuclear non-proliferation treaty (NPT): non-proliferation, disarmament and peaceful uses of nuclear energy. It reviews the impact of Cold War and post-Cold War policies on current disarmament initiatives and analyses contemporary proliferation problems: how to deal with the states that never joined the NPT (India, Pakistan and Israel); how states that have been moving toward nuclear weapons have been brought back to non-nuclear-weapon status; and, in particular, how to deal with Iran and North Korea. The analysis centres on the relationship between disarmament and non-proliferation in an increasingly multi-centric world involving China and India as well as the US, the European powers and Russia. It concludes with a description and discussion of three different worlds without nuclear weapons and their implications for nuclear disarmament policies. This book examines the interplay between sanctions and nuclear disarmament and non-proliferation. The volume aims to tackle three separate but closely intertwined issues: It aims to revisit the debate on, and deconstruct the concept of, sanctions; to provide a working theoretical framework; to differentiate between positive sanctions (or incentives or carrots) and negative sanctions; to identify the actors who may initiate sanctions (i.e. states, regional, and/or international organizations); to ascertain the legality and legitimacy of such sanctions taking place; to problematize and discuss the utility of sanctions; and so on. It aims to disentangle the concepts of nuclear disarmament and non-proliferation, particularly in light of the most recent geopolitical global shifts on nuclear powers-interplay taking place in the background of the war in Ukraine and rising tensions in Southeast Asia, and so on. Finally, it aims to conjoin the cause-and-effect cases between the application of sanctions, on the one hand, and the decision by states to pursue nuclear disarmament and non-proliferation, on the other. By doing so, the volume helps to update and stimulate the academic and policy debate on the inter-relation between sanctions and nuclear disarmament and non-proliferation. In the more than sixty years since the advent of nuclear weapons, there has been little meaningful progress toward nuclear disarmament. Some countries have nuclear weapons, while other states are forbidden to acquire them, a status quo that lacks rational basis and cannot be sustained. In this remarkable collection, scholars and policy analysts argue that humankind has a choice: either allow nuclear weapons to continue to proliferate throughout the world or move toward their complete elimination. The vast majority of people on the planet would surely opt to abolish nuclear weapons. But decisions about nuclear weapons are not made by the public, but by small groups of political elites. Consequently, in a world with nuclear weapons, the fate of humanity rests in the hands of a small number of individuals, whose perceptions, communications, and judgment determine whether there is to be a future. The contributors to this volume provide historical perspective on nuclear weapons policy; explore the role of international law in furthering the prospects of nuclear weapons abolition; consider the obstacles to abolition; present a path to achieving a nuclear weapons-free world; and look beyond abolition to consider issues of post-abolition sovereignty and general and complete disarmament. The goal of a nuclear weapons-free world can be awakened by an engaged citizenry bringing pressure from below in demanding action from political leaders. This book contributes to this awakening and engagement.

The chapters of this proposed volume are intended to shed light on the diverse themes surrounding this very important issue area in international security. Each of the six major sections addresses an aspect of nuclear proliferation that will be critical in determining the future trajectory of global politics in the years to come. The first section examines the major thematic issues underlying the contemporary discourse on nuclear proliferation. How do we understand this period in proliferation? What accounts for a taboo on the use of nuclear weapons so far and will it survive? What is the present state of nuclear deterrence models built during the Cold War? What is the relationship between the pursuit of civilian nuclear energy and the risks of proliferation? Why are we witnessing a move away from non-proliferation to counter-proliferation? The second section gives an overview of the evolving nuclear policies of the five established nuclear powers: the USA, Russia, the United Kingdom, France and the People's Republic of China. Section three looks at the three de facto nuclear states: India, Pakistan and Israel. The fourth section examines the three problem areas in the proliferation matrix today – Iran, North Korea and the potent mix of non-state actors and nuclear weapons. The fifth section sheds light on an important issue often ignored during discussions of nuclear proliferation – cases where states have made a deliberate policy choice of either renouncing their nuclear weapons programme, or have decided to remain a threshold state. The cases of South Africa, Egypt and Japan will be the focus of this section. The final section will examine the present state of the global nuclear non-proliferation regime, which most observers agree is currently facing a crisis of credibility. The three pillars of this regime – the Nuclear Non-Proliferation Treaty (NPT), the Comprehensive Test Ban Treaty (CTBT), and the Fissile Material Cut-Off Treaty (FMCT) – will be examined. This is followed by an analysis of the present trends and prospects for US-Russia nuclear arms control. The impact of missile defenses and the US-India civilian nuclear energy co-operation pact will be examined so as to ascertain whether they have weakened or strengthened the global non-proliferation regime. The chapters in this volume aim to document the increasing complexity of the global nuclear proliferation dynamic and the inability of the international community to come to terms with a rapidly changing strategic milieu. The future, in all likelihood, will be very different from the past, and the chapters in this volume will try to develop a framework that may help gain a better understanding of the forces that will shape the nuclear proliferation debate in the years to come.
