There are an increasing number of studies devoted to an examination of New Labour's social policies. However, thus far there has been little in the way of substantive discussion of opposition to and conflict around key elements of New Labour's agenda for the welfare state and public sector, from those who are involved in the frontline implementation and delivery of welfare policies. Since the mid to late 1990s, there have been continual and recurring episodes of industrial action of various kinds involving social workers, teachers, lecturers, nurses, hospital ancillary staff, nursery nurses, home helps and local authority librarians among others. Welfare delivery has become a central point of industrial relations disputes in the UK today. This book provides the first critically informed discussion of work and workers in the UK welfare sector under New Labour. It examines the changing nature of work and explores the context of industrial relations across the welfare industry. While the main focus is on the workforce in state welfare, this is set within the context of recent and current shifts in the mixed economy of welfare between state, private and third sector organisations.

Nursing is typically understood, and understands itself, as a care-giving occupation. It is through its relationships with patients – whether these are absent, present, good, bad or indifferent – that modern day nursing is defined. Yet nursing work extends far beyond direct patient care activities. Across the spectrum of locales in which they are employed, nurses, in numerous ways, support and sustain the delivery and organisation of health services. In recent history, however, this wider work has generally been regarded as at best an adjunct to the core nursing function, and at worse responsible for taking nurses away from their ‘real work’ with patients. Beyond its identity as the ‘other’ to care-giving, little is known about this element of nursing practice. Drawing on extensive observational research of the everyday work in a UK hospital, and insights from practice-based approaches and actor network theory, the aim of this book is to lay the empirical and theoretical foundations for a reappraisal of the nursing contribution to society by shining a light on this invisible aspect of nurses’ work. Nurses, it is argued, can be understood as focal actors in health systems and through myriad processes of ‘translational mobilisation’ sustain the networks through which care is organised. Not only is this work an essential driver of action, it also operates as a powerful countervailing force to the centrifugal tendencies inherent in healthcare organisations which, for all their gloss of order and rationality, are in reality very loose arrangements. Based on extensive original research, this book examines the challenges confronting trade unions in the global South, by focusing on trade union struggles in Sri Lanka under neo-liberal globalisation. It centres on movement politics of unions; explains union capacities to mobilise workers as a part of broad counter movement; and specifies worker struggles in Sri Lanka. The author identifies key dimensions of variation in the approaches taken by oppositional groupings, in particular unions, other labour organisations and the labour movement, and locates those variations in a larger theoretical context. Three case studies on trade unions in tea plantations, garment factories and among the nurses show how these theoretical dimensions operate in practice, and the consequences for the sort of opposition that is (and is not) created. The book contributes to the on-going debate on social movement unionism, and it also reveals their gaps in terms of addressing how class injustices are mediated through ethno-nationalist projects reproducing ethnic and gender hierarchies. It acknowledges the diversity of experiences and forms of resistance in the global South and critically engages with issues of gender, ethnicity and labour internationalism, providing a useful contribution to studies on South Asian Politics as well as Labour and Development Studies.
