Despite potentially tremendous benefits, small and medium-sized enterprises (SMEs) lag in the digital transformation. Emerging technologies, as diverse as they are, offer a range of applications for them to improve performance and overcome the size-related limitations they face in doing business. However, SMEs must be better prepared, and stakes are high. SMEs make the most of the industrial fabric in many countries and regions, they create jobs (most jobs sometimes) and are the cement of inclusive and sustainable societies.

Over the past few years, the global economy has suffered profound shocks that have had a marked impact on small and medium-sized enterprises (SMEs) and entrepreneurs. While government support protected SMEs from the economic impact of the COVID-19 pandemic, new threats have emerged.

SMEs that grow have a considerable positive impact on employment creation, innovation, productivity growth and competitiveness. Digital technologies and global value chains offer new opportunities for SMEs to participate in the global economy, innovate and strengthen productivity. Yet SMEs are lagging behind in the digital transition and are disproportionately affected by market failures, trade barriers, policy inefficiencies and the quality of institutions. A cross-cutting approach to SME policy can enhance SME innovation and scale-up, as well as their contributions to inclusive growth. This includes a business environment conducive to risk-taking and experimentation by entrepreneurs, as well as access to entrepreneurship competencies, management and workforce skills, technology, innovation, and networks.

Small and medium-sized enterprises (SMEs) that scale up have long raised policy interest for their extraordinary potential in terms of job creation, innovation, competitiveness and economic growth. Yet, little is known about which firms could effectively become scalers, and what policies could effectively promote SME growth.

The 10th edition of Financing SMEs and Entrepreneurs 2022: An OECD Scoreboard sheds light on the impacts of the crisis on SME finance, tracking the latest developments in debt, equity, asset-based finance, and framework conditions, along with recent policy developments for 48 countries around the world.

"A small business is not a little big business." Small- and medium-sized enterprises (SMEs) are considered the engines of worldwide economies and the main sources of job creation. Management in these companies is different from management in larger/older enterprises with their already established concepts and instruments. In view of the high importance of SMEs in emerging, developing and developed economies worldwide, the De Gruyter Handbook of SME Entrepreneurship investigates the underlying mechanisms and practices of management within these companies with a focus on entrepreneurship, growth and innovation. It argues that it is time for a dedicated theory of "SME Entrepreneurship" to emerge. Entrepreneurial thinking and behavior in SMEs must be differentiated from that of start-ups and large companies. On the other hand, it also explores the different entrepreneurship manifestations that exist within a widely heterogeneous group of SMEs. The handbook provides a theoretical framework in which to understand, compare and contrast the complexity of SMEs in both domestic and international processes and addresses the strengths, achievements, and challenges of entrepreneurship in SMEs.

This report presents the findings and recommendations of the OECD review of SME and Entrepreneurship Policy in the Slovak Republic. It examines how to address the challenges of stimulating more productive entrepreneurship, supporting enterprise scale-up, stimulating SME exports and global value chain participation, increasing SME innovation and innovative entrepreneurship, and making entrepreneurship more inclusive across the population.
