This book presents a study of perceptions of food insecurity in East Asia, and explores how individual countries are developing strategies to deal with the situation. It also looks at how the perception of food insecurity has increasingly influenced the nature of international interactions, not just within East Asia, but also in the region’s relations with major external actors. Many of the challenges facing East Asia are generic food security issues that face people and governments across the world – for example, the implications of climate change and demographic changes on food supplies. This book places the East Asian context in the wider discussion of food (in)security in global politics. However, it also identifies potential regional ‘differences’ – for example, the significance of rice for the region, and the unavoidable impact of China as a major regional player. What the Chinese state, and Chinese companies, decide to do in response to concerns about food insecurity have an impact not just on the rest of the region, but on the rest of the world. Taking too much of a Sinocentric focus, however, ignores other actors in East Asia, or merely relegates discussion to how they respond to Chinese policies or external strategies. This book considers the region as a whole, both when it comes to thinking about food security challenges and responses within the region itself, and also in the outward projection of regional food insecurity on the rest of the world. The environment is one of the defining issues of our times, and it is closely linked to questions and dilemmas surrounding economic development. Southeast Asia is one of the world’s most economically and demographically dynamic regions, and it is also one in which a host of environmental issues raise themselves. The Routledge Handbook of the Environment in Southeast Asia is a collection of 30 chapters dealing with the most significant scholarly debates in this rapidly growing field of study. Structured in four main parts, it gives a comprehensive regional overview of, and insight into, the environment in Southeast Asia. Wide-ranging and balanced, this handbook promotes scholarly understanding of how environmental issues are dealt with from diverse theoretical perspectives. It offers a detailed empirical understanding of the myriad environmental problems and challenges faced in Southeast Asia. This is the first publication of its kind in this field; a helpful companion for a global audience and for scholars of Southeast Asian studies from a variety of disciplines.

Oil palm plantations and smallholdings are expanding massively in Indonesia. Proponents highlight the potential for job creation and poverty alleviation, but scholars are more cautious, noting that social impacts of oil palm are not well understood. This report draws upon primary research in West Kalimantan to explore the gendered dynamics of oil palm among smallholders and plantation workers. It concludes that the social and economic benefits of oil palm are real, but restricted to particular social groups. Among smallholders in the research area, couples who were able to sustain diverse farming systems and add oil palm to their repertoire benefited more than transmigrants, who had to survive on limited incomes from a 2-ha plot.

This book examines how different countries across Southeast Asia and Latin America respond to the emergence and expansion of the lucrative, yet controversial palm oil industry, paying attention to how national policy and governance regimes are shaping this global industry. With its historic roots in Southeast Asia, oil palm cultivation continues to expand beyond its historical centres. In Latin America, many countries are now developing their own policies to promote and govern oil palm cultivation. This book provides a unique examination of how different countries strive to strike a balance between developmental and environmental concerns, through case studies on Indonesia, Malaysia, the Philippines, Thailand, Colombia, Brazil, Ecuador, Honduras, and Mexico, and an outlook for the industry's prospects in Africa. This book applies an assemblage approach to draw out lessons on the global challenges posed by the industry and how differing national governance regimes and communities might respond to them. Rather than a single global industry, the book unveils a complex arrangement of national and even local palm oil assemblages, indicating that there is more than one way to do palm oil. In doing so, the book contributes to a better understanding of the drivers and processes that shape the governance of the industry, both in different nations and globally. This book will be of great interest to students and scholars of the palm oil industry, as well as those interested in natural resource governance, sustainable agriculture, conservation, environmental justice, and environmental and development policy more broadly.

Biofuels are currently in the middle of a heated academic and public policy debate. Biofuel production has increased fivefold in the past decade and is expected to further double by 2020. Most of this expansion will happen in developing nations. This volume is the first of its kind, providing a comprehensive overview of the biofuel debate in developing countries. The chapters are written by a multidisciplinary team of experts, exposing the key drivers and impacts of biofuel production and use. The book covers impacts as diverse as air pollution, biodiversity loss, deforestation, energy security, food security, greenhouse gas emissions, land use change, rural development, water consumption and other socioeconomic issues. Its wide focus accommodates examples from countries in Africa, America and Asia. Southeast Asia has been portrayed as a key site in the global land grab. Featuring leading scholars in the field, this collection critically examines the nature and extent of land grabbing in Southeast Asia, and seeks to locate this phenomena in broader agrarian and environmental transitions (AET). The individual contributions suggest that there is little evidence of a global land grab in Southeast Asia, but that over the last ten years the surge of plantations and processes of land grabbing has been a key feature in the region. The collection considers how broader AET processes may be brought more clearly into focus by decentring land grabbing, including consideration of its absence as well presence. The diversity of cases in this collection coalesces around the productive tension in land grab studies between global capitalist processes on the one hand, and context-specificity and contingent motivations fuelling the expansion of large-scale plantations for oil palm, rubber, cassava and other cash crops, on the other hand. The contributors further broaden the entry points to consider cross-sectoral AET processes such as enclosures for mining, conservation and hydropower and explore the contingencies that help to maintain smallholder production. The chapters originally published as a special issue in The Journal of Peasant Studies.

Despite the efforts of Southeast Asian governments and of ASEAN, transboundary haze continues to be a major environmental problem in Southeast Asia. This book demonstrates that the issue is complex, and explains why efforts to solve the problem in purely political terms are ineffective, and likely to continue to be ineffective. The book shows how state-led, state-incentivised agribusiness development lies at the heart of the problem, leading to a large rise in palm oil production, with extensive clearing of forests, leading to deliberate or accidental fires and the resulting haze. Moreover, although the forest clearing is occurring in Indonesia, many of the companies involved are Malaysian and Singaporean; and, further, many of these companies have close relationships with the politicians and officials responsible for addressing the problem and who thereby have a conflict of interest. The author concludes by discussing the huge difficulties involved in overturning this system of 'patronage politics'.
