Featuring 113 primary source documents, The U.S. Constitution: A Reader was developed for teaching the core course on the U.S. Constitution at Hillsdale College. Divided into eleven sections with introductions by members of Hillsdales Politics Department faculty, readings cover: -the principles of the American founding; -the framing and structure of the Constitution; -the secession crisis and the Civil War; -the Progressive rejection of the Constitution; and -the building of the administrative state based on Progressive principles. Americas Founders created a form of government which had, in the words of James Madison, "no model on the face of the earth." Its moral foundation is in the Declaration of Independence and its principle of equal natural rights. Under the Constitution, government was to be limited to protecting those rights. In recent decades, the way our government operates has departed from the Constitution. Government has become less limited, and our liberties less secure. At the same time, true civic education in America--education in the Constitution--has largely died out. We at Hillsdale College see it as one of our highest duties to reverse this.

What difference does a written constitution make to public policy? How have women workers fared in a nation bound by constitutional principles, compared with those not covered by formal, written guarantees of fair procedure or equitable outcome? To investigate these questions, Vivien Hart traces the evolution of minimum wage policies in the United States and Britain from their common origins in women's politics around 1900 to their divergent outcomes in our day. She argues, contrary to common wisdom, that the advantage has been with the American constitutional system rather than the British. Basing her analysis on primary research, Hart reconstructs legal strategies and policy decisions that revolved around the recognition of women as workers and the public definition of gender roles. Contrasting seismic shifts and expansion in American minimum wage policy with indifference and eventual abolition in Britain, she challenges preconceptions about the constraints of American constitutionalism versus British flexibility. Though constitutional requirements did block and frustrate women's attempts to gain fair wages, they also, as Hart demonstrates, created a terrain in the United States for principled debate about women, work, and the state--and a momentum for public policy--unparalleled in Britain. Hart's book should be of interest to policy, labor, women's, and legal historians, to political scientists, and to students of gender issues, law, and social policy.

The ideal introduction for students, aspiring citizens, and general readers to the documents that are as relevant today as when they were first drafted more than 200 years ago. In the years since their creation, the Declaration of Independence (1776) and the Constitution of the United States (1789) have come to be recognized as two of history’s most significant political documents. Yet, while they affect our everyday lives, too few of us are familiar with what they say. In this revised and updated edition, readers will find complete explanations of every section of the Declaration of Independence and the Constitution—its Preamble, main body, and amendments—so that readers may fully understand what they meant to our forefathers and what they mean to us today.
