Foreign direct investments (FDI) play an integral role in the growth story of Emerging Asian economies. As an essential source of foreign capital, FDI bolsters the path to economic recovery from recessions, including the one caused by the COVID-19 pandemic. This book is a collection of essays investigating the reconfiguration of FDI flows to the Emerging Asian economies of ASEAN, China and India following the pandemic and FDI policy reforms. This book broadly covers the trends in greenfield FDI flows to Emerging Asia in the context of three pertinent themes. Part I explores the rebalancing effects in global FDI flows after the COVID-19 pandemic, focusing on the experience of Emerging Asian economies. Part II delves into the implications of a cross-border policy framework such as the Belt and Road Initiative (BRI). Part III of the book zooms in on the effectiveness of domestic FDI policy reforms. We discuss the cases of Indonesia Special Economic Zones and the Make in India initiative. It is not in the US interest to adopt tax and regulatory policies that would discourage global engagement by US multinational corporations (MNCs). Research presented in this book shows that the expansion of foreign affiliates of US MNCs is positively associated with more production, greater employment, higher exports, and more research and development (R&D) in the United States. These findings suggest that less investment abroad by US firms would weaken—not strengthen—the US economy. This analysis by no means implies that there are only winners and no losers from outward investment. Changing patterns of MNC investment, like changing patterns of technology and production more generally, contribute to job losses and dislocations for some workers and to new opportunities for others. To benefit the US economy and US workers most broadly, the United States will want to search for ways to strengthen the appeal of the United States as a base for the operations of international firms. High among the recommendations to accomplish this, the United States should adopt a territorial tax system, like the great majority of developed countries.

This book covers nine countries of ASEAN and the East Asian area, including major Asian countries, and compares their respective policies to attract Foreign Direct Investments (FDI). With the rapid growth of China and India and the resurgence of Southeast Asia post-1997–8, emerging Asia has once again become one of the most dynamic regions in the world. This dynamism has in turn been fuelled largely by a carefully calibrated embracement of economic openness to international trade, investments and capital flows. While much has been written about international trade, there has been somewhat less work on the issue of capital flows, macroeconomic management and foreign direct investment (FDI) to and from the region, a gap that this book attempts to fill. The book is divided into two parts. The first part deals with selected issues pertaining to macroeconomic management in small and open economies, with particular focus on exchange rates. The second part of the book deals with the trends and determinants of FDI in emerging Asia, its importance as a source of finance, its impact on growth and development, and the nexus between FDI and foreign portfolio flows (FPI). Overall, the chapters in this book tackle important policy issues of contemporary relevance, but are informed by analytical frameworks, data and empirics. While each of the topic areas chosen in individual chapters is intentionally narrow, the book as a whole covers a number of areas and countries/regions within Asia (i.e. East, Southeast and South Asia). While the chapters have been written in a manner that can stand up to academic scrutiny, they are also meant to be accessible to policy makers, researchers and others who might be interested in FDI and related issues in Asia.
