Bringing together a large set of data and building on two years of consultations in Vietnam with Government counterparts, research organizations, state-owned enterprises, private sector and Vietnam international development partners, the report formulates two scenarios to explore and analyze Vietnam's options up to the year 2030: a business as usual and a low carbon development scenario. Based on a thorough data modeling effort for the key carbon emitting sectors of Vietnam, the report also provides some policy guidance for the Government’s consideration. This report is also unique as it brings together and presents data on multiple sectors of Vietnam's economy, making this information available for future reference. This effort is the result of two years of collaboration with the Government of Vietnam as part of the Vietnam Low Carbon Options Assessment technical assistance. By highlighting several economic opportunities and clarifying the issues at hand, this work is a milestone in this complex debate and I believe will help all stakeholders willing to consider and responsible to design the policies and measures to address those challenges.

This book reviews how far East Asian nations have implemented green fiscal reform, and show how they can advance carbon-energy tax reform to realize low-carbon development, with special reference to European policy and experience. East Asian nations are learning European experiences to adopt them in their political, economic and institutional contexts. However, implementation has been slow in practice, partly due to low acceptability that comes from the same concerns as in Europe, and partly due to weak institutional arrangements for the reform. The slow progress in the revenue side turns our eyes on expenditure side: how East Asian nations have increased environmental-related expenditures, and how far they have greened sectorial expenditures. This "lifecycle" assessment of the fiscal reform, coupled with the assessment of the institutional arrangement constitutes the features of this book. The book helps to provide overall picture of green fiscal reform and carbon-energy tax reform in the East Asian region. The region has a variety of countries, from lowest income to high-income nations. Nations have different interests in substance and barriers for reform. This book covers recent development of environmental fiscal reform and carbon-energy taxation in wider nations in the region, including South Korea, Taiwan, Thailand, Vietnam, Indonesia and Japan. In addition, the book's holistic view helps to understand why a specific nation has interest and concern on some aspects of the reforms.

This book explores the social implications and challenges of low-carbon development. The argument of the book is that a broad understanding of low-carbon development is essential for mitigating climate change and enabling development in a carbon-constrained world, but there are risks that low-carbon development might come at a price that is both social and economic. These risks need to be carefully assessed and reduced. The main aim of the book is to explore, critically analyse and propose different ways of understanding low-carbon development from a social perspective in both developed and developing countries. The author uses concepts such as low-carbon development, social policy, sustainable development and environmental justice to understand the social implications of low-carbon development projects. The book first elaborates the need to understand the social issues and challenges of low-carbon development in both developed and developing countries. It then discusses five contemporary challenges of low-carbon development: the social consequences of Chinese hydropower dams in the Mekong region; the cost of the transition to renewable energies such as wind energy in Germany; the challenges of carbon offsetting in Brazil; the nexus of fuel-inefficient housing and fuel poverty in England; solar power for refugees in Africa. The Federal Government of Nigeria has adopted an ambitious strategy to make Nigeria the world’s 20th largest economy by 2020. Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.
