This book explores the human rights principle of participation and the human right to participation. The work presents an argument that international human rights law imposes obligations to enable participation, and demonstrates that it has been interpreted in this way by authoritative bodies. Divided into four parts, Part I provides the historical and theoretical background. Part II presents the argument that a right to participation and a human rights principle of participation exist in international law and Part III argues that human rights law, and the way it has been interpreted, can provide a coherent account of the content of such a right and principle. The conclusions of the book and their implications are explored in Part IV. While there have been several studies of specific forms of participation, such as collective bargaining, this study provides a coherent account of the meaning and application of participation in international human rights law as a whole. The book will be an invaluable resource for academics, researchers, and policy-makers working in the area of international human rights law.

This edited volume discusses digital democracy at the local level in Europe. Contrasting the political discourse surrounding participatory digital democracy with actual experiences of implementation, the book provides a wholistic view of digital democracy across Western, Central, and Eastern Europe. Rethinking Democratic Innovation takes a fresh look at diverging visions of improving democratic governance and asks whether these existing tensions could be made productive. Could different visions of democratic revitalisation complement and correct each other in ways that are good for democracy? Is it conceivable that combined approaches address a larger part of the democratic challenge, while isolated approaches, centralizing deliberative or plebiscitary democracy, are confined to more limited areas of concern? This book ultimately provides an affirmative answer, outlining the scope for hybrid democratic innovations that thrive on exploiting, not eliminating, tensions between diverging visions of improved democracy. Revisiting Mary Douglas's seminal take on culture as pollution reduction, processes of democratic innovation are understood as instances of cultural cleaning in public governance. The book recognizes that democratic cleaning will never be finished but can be done in ways that are more productive. Reflecting on varieties of hybrid democratic innovation - deliberative referendums, participatory budgeting-new style, and more - the author posits that more versatile, connective, and embedded innovations stand a better chance of high performance on a broader spectrum than democratic innovations falling short of these qualities.

This book constitutes the refereed proceedings of the 8th IFIP WG 8.5 International Conference on Electronic Participation, ePart 2016, held in Guimarães, Portugal, in September 5-8, 2016. The 14 revised full papers presented were carefully reviewed and selected from 31 submissions. The papers reflect completed multi-disciplinary research ranging from policy analysis and conceptual modeling to programming and visualization of simulation models. They are organized in four topical threads: theoretical foundations; critical reflections; implementations; policy formulation and modeling.

This Handbook concentrates on democracy beyond the traditional governmental structures to explore the full scope of participatory governance. It argues that it is a political task to turn the shift from government to governance into participatory forms, and reflects on the notion of democracy and participatory governance, and how they can relate to each other. The volume offers key examples of how governance can be turned into a participatory form.

Since the 1960s, participatory discourses and techniques have been at the core of decision making processes in a variety of sectors around the world – a phenomenon often referred to as the participatory turn. Over the years, this participatory turn has given birth to a large array of heterogeneous participatory practices developed by a wide variety of organizations and groups, as well as by governments. Among the best-known practices of citizen participation are participatory budgeting, citizen councils, public consultations, etc. However, these experiences are sometimes far from the original 1960s’ radical conception of participatory democracy, which had a transformative dimension and aimed to overcome unequal relationships between the state and society and emancipate and empower citizens in their daily lives. This book addresses four sets of questions: what do participatory practices mean today?; what does it mean to participate for participants, from the perspective of citizenship building?; how the processes created by the participatory turn have affected the way political representation functions?; and does the participatory turn also mean changing relationships and dynamics among civil servants, political representatives, and citizens? Overall, the contributions in this book illustrate and grasp the complexity of the so-called participatory turn. It shows that the participatory turn now includes several participatory democracy projects, which have different effects on the overall system depending on the principles that they advocate. This book was originally published as a special issue of the Journal of Civil Society.

Can people use new participatory spaces to reclaim their rights as citizens and challenge structures of political power?
