This book - previously published as a special issue of the Journal of Legislative Studies - asks why legislative unity is one of the distinguishing features of modern political parties.

Extreme polarization in American politics--and especially in the U.S. Congress--is perhaps the most confounding political phenomenon of our time. This book binds together polarization in Congress and polarization in the electorate within an ever-expanding feedback loop. This loop is powered by the discipline exerted by the respective political parties on their Congressional members and district candidates and endorsed by the voters in each Congressional district who must choose between the alternatives offered. These alternatives are just as extreme in competitive as in lop-sided districts. Tight national party discipline produces party delegations in Congress that are widely separated from one another but each ideologically narrowly distributed. As district constituencies become more polarized and are egged on by activists, parties are further motivated to move past a threshold and appeal to their respective bases rather than to voters in the ideological center. America has indeed acquired parties with clear platforms--once thought to be a desirable goal--but these parties are now feuding camps. What resolution might there be? Just as the progressive movement slowly replaced the Gilded Age, might a new reform effort replace the current squabble? Or could an asymmetry develop in the partisan constraints that would lead to ascendancy of the center, or might a new and over-riding issue generate a cross-cutting dimension, opening the door to a new politics? Only the future will tell.

"To achieve legitimate self-government in America's extended Republic, the U.S. Constitution depends on Congress harmonizing the country's factions through a process of conflict and accommodation. Understanding how Congressional political parties utilize floor procedure to advance a legislative agenda is fundamental to understanding how Congress operates. This book offers students and researchers an in-depth understanding of the procedural tools available to congressional leaders and committee chairs and how those tools are implemented in the House of Representatives, the Senate, and during negotiations between the chambers. The theory of comparative federalism asserts that federations require a second chamber for the representation of regional interests in central law-making. Yet there has been little systematic analysis of the contribution of second chambers in parliamentary federations to this task. The main purpose of this book is to demonstrate to what extent the two strongest parliamentary second chambers, the Australian Senate and the German Bundesrat are linked to the federal structures in which they are embedded. The study analyzes the contribution of the members of these second chambers in advancing interests that are linked to the regional constituents whom they represent or to the collective fiscal or administrative interests of a regional government with whom they are associated. The analysis underscores the largely 'executive' character of intergovernmental relations in parliamentary federations, a feature that corresponds with the composition of the German Bundesrat, but not of the Australian Senate. In the concluding chapter some preliminary observations are made as to whether our findings also generate interesting insights for the larger group of parliamentary second chambers in federal or quasi-federal states, such as the Belgian, Spanish and Canadian Senates, the UK House of Lords and the Indian Raiya Sabha.

As the last decade has shown, ideological polarization in Congress has reached historic levels. Yet, spatial theory has become increasingly important for how scholars understand Congress and legislative elections. In spatial models, candidates select positions along an ideological spectrum, and voters choose candidates based on those locations. However, the central tendency of these models is for the candidates to converge to the location of the median voter, so polarization has become increasingly problematic for spatial theory, even as scholars have come to rely increasingly on these models. In Incremental Polarization, Justin Buchler provides a unified spatial model of legislative elections, parties, and roll call voting to explain the development of polarization in Congress. His model moves beyond elections and factors in legislators' roll call voting, where a different but related spatial process operates. By linking these models, Incremental Polarization fills a critical gap in our understanding of the strategic, electoral, and procedural roots of polarization-and the role that parties play in the process.
