The book focuses on the prominence of clientelistic practices and strategies, both within parties as well as between parties and their voters. It demonstrates that clientelism is extremely versatile and can take many forms, ranging from traditional, personalized relationships between a patron and a client to the modern reincarnations of broker-driven network clientelism that is often based on more anonymous relations. The book also discusses how contemporary political parties often combine clientelistic practices with more formal patterns of organization and communication, thus raising questions about neat analytical dichotomies. Party Politics and Democratization in Indonesia: Golkar in the Post-Suharto Era provides the first in-depth analysis of contemporary Indonesian party politics and the first systematic explanation why Golkar is still the strongest party in Indonesia. Applying a multi-dimensional conceptual framework of party institutionalization theory, the book examines Golkar’s organizational infrastructure, its decisional autonomy and programmatic platform as well as the party’s relations to the mass media. Strengths and weaknesses in the individual dimensions of institutionalization are then contrasted with the corresponding levels of institutionalization reached by Indonesia’s other major parties. Tomsa argues that Golkar remains Indonesia’s strongest party because it is better institutionalized than its electoral competitors. However, while highlighting the former regime party’s strengths in key aspects of party institutionalization, he also shows that Golkar also has some considerable institutional weaknesses which in 2004 prevented the party from achieving an even better result in the general election As an empirical study on Golkar, and Indonesia's other major political parties, this book will be of huge interest to students and scholars of Southeast Asian politics, political parties and elections and democratization.

War, famine, poverty, organized crime, environmental catastrophes, refugees, epidemics and pandemics, modern slavery – all these affect people in the non-Western world to an increasingly disproportionate extent. It is also where wealthy governments wield economic leverage and military force to renegotiate existing norms of international relations. Under these circumstances, it is difficult to overestimate the importance and urgency of comprehending the mechanisms and motivations driving these phenomena. This book is the outcome of a decade-long effort to advance both theoretical and empirical understanding of what motivates non-Western governments’ decisions to cooperate/not cooperate regionally. It starts by acknowledging the Western-centrism of prevailing international relations theories, abandoning deeply entrenched assumptions regarding the nature and roles of states, and redefining state weakness. The inquiry continues by elaborating this new concept and applying it to Southeast Asian polities while positing that it creates governments vulnerable to internal and external threats, in line with Joel S. Migdal’s well-known findings on the topic. A set of regional cooperation strategies is then inferred, based on the survival needs of insecure governing elites and its empirical validity is tested against the experience of regional organizations in Africa, Asia, and the Americas. The second part of the book provides an in-depth examination of how Southeast Asian governments’ shared security needs and interests shaped the emergence of the identified regional cooperation pattern and its evolution over 50 years of cooperation within the Association of Southeast Asian Nations (ASEAN). Overall, this book is a call to international relations scholars to do our part in understanding non-Western experiences and making a substantive contribution to addressing humanity’s most intractable security threats.

Why do poor people often vote against their material interests? This puzzle has been famously studied within wealthy Western democracies, yet the fact that the poor voter paradox also routinely manifests within poor countries has remained unexplored. This book studies how this paradox emerged in India, the world's largest democracy. Tariq Thachil shows how arguments from studies of wealthy democracies (such as moral values voting) and the global south (such as patronage or ethnic appeals) cannot explain why poor voters in poor countries support parties that represent elite policy interests. He instead draws on extensive survey data and fieldwork to document a novel strategy through which elite parties can recruit the poor, while retaining the rich. He shows how these parties can win over disadvantaged voters by privately providing them with basic social services via grassroots affiliates. Such outsourcing permits the party itself to continue to represent the policy interests of their privileged base.

Looking at eight case studies of Asian democracies, the contributors to this volume analyze the role of political parties in stabilizing and institutionalizing democracies. How have democracies such as Indonesia, Sri Lanka, and the Philippines survived against the odds, despite struggling economic performance and highly unequal distribution of income? Political parties are an essential ingredient in a modern democracy. They are also seen as the least trusted and most problematic institution in most democratic systems. While there have been attempts to strengthen parties through institutional design and capacity building, a new strategy has been to quarantine them from parts of parliament. Within the space of a few years the Philippines, Thailand and Indonesia implemented designs for parliamentary representation that proscribed the established political parties from a parliamentary chamber or part thereof. Using these three countries as case studies, this book traces the historical context for institutional designs, the intentions behind them and their implementation through at least one full parliamentary term. It investigates the conceptual architecture of the non-partisan designs, identifying corporatism as one (discredited) alternative and "championship" as another. While there is a yearning for exemplary people as representatives, the designers have struggled to find a successful means of having these champions elected to office. The book concludes that non-partisan chambers, based on the evidence to date, are not viable.
