This book outlines the main security threats, actors, and processes in the Western Balkans following the dissolution of Yugoslavia. Exploring the state of peace and security in the region it asks if a stable peace is achievable. The comparative framework explores state perspectives – from Serbia, Montenegro, Northern Macedonia, Bosnia and Herzegovina, Albania, and Kosovo – alongside military, political-societal, economic, and environmental security concerns. The interplay of international actors is also considered. Academics, scholars, and practitioners who deal with Balkan issues, either as a focus or comparatively, and have interests in security and peace studies will find the volume invaluable along with students of political science, security studies, peace studies, area studies (Eastern European studies and/or Southeast European studies), and international studies in general.

The Western Balkan countries are characterized by an entanglement of different national, ethnic and religious groups. Within all Balkan states, nationalist rivalries have been and are exploited by political leaders as a propaganda tool when faced with internal unrest or unpopularity. Yet, the proximity of ethnic communities to their countries of ethnic origin tie all the Balkan states into a common problem: the spillover effect of regional insecurity. Existing and future disputes require an exhaustive survey of national, ethnic, religious, territorial, economic and political problems, and this is precisely what this volume sets out to do.

This volume investigates the role of the transnational terrorist and criminal organizations in the peace-building processes, with a particular focus on the Western Balkan region. Conducted within the framework of human security analysis, the research focuses on the security of the human being.

Amplified by a volatile security environment, technology and globalization, terrorism and violent extremism have become a genuine threat on a global level, and the ability of terrorist groups to capitalize on local issues such as poverty and inequality have helped to fuel the process of radicalization and recruitment. The region of the Western Balkans is not immune to these trends, and the gender component has been recognized as an important aspect in efforts to counter and prevent such practices. This book presents edited contributions delivered at the NATO Advanced Training Course (ATC) “Gender Mainstreaming in Counter-terrorism Efforts in Western Balkans” held from 16 to 21 May 2021. The event was designed to explore gender perspectives in counter-terrorism efforts in the Western Balkans and in the wider security-sector, and to analyze drivers to radicalization through the lens of gender. This ATC brought together more than 50 military and civilian participants from 7 countries in the Western Balkans and south-eastern Europe and 35 expert lecturers. Topics include the legal and political framework of gender mainstreaming; the role of technology; the drivers, motivations and roles of women in radicalization and extremist groups; counter-terrorism and gender; gender-sensitive approaches to counter terrorism; gendered perspectives from the frontline; the prospects for women’s leadership roles in community-based approaches; and challenges to the implementation of UNSCR 1325 in the Western Balkans. Highlighting critical components and providing a unique insight which contributes to the academic debate on gender mainstreaming in P/CVE and CT efforts, the book will be of interest to all those involved in countering the spread of terrorism worldwide.

The Irish Yearbook of International Law is intended to stimulate further research into Ireland's practice in international affairs and foreign policy, filling a gap in existing legal scholarship and assisting in the dissemination of Irish thinking and practice on matters of international law. On an annual basis, the Yearbook presents peer-reviewed academic articles and book reviews on general issues of international law. Designated correspondents provide reports on international law developments in Ireland, Irish practice in international fora and the European Union, and the practice of joint North-South implementation bodies in Ireland. In addition, the Yearbook reproduces documents that reflect Irish practice on contemporary issues of international law. Publication of the Irish Yearbook of International Law makes Irish practice and opinio juris more readily available to Governments, academics and international bodies when determining the content of international law. In providing a forum for the documentation and analysis of North-South relations the Yearbook also make an important contribution to post-conflict and transitional justice studies internationally. As a matter of editorial policy, the Yearbook seeks to promote a multilateral approach to international affairs, reflecting and reinforcing Ireland's long-standing commitment to multilateralism as a core element of foreign policy.

This volume sheds new light on the interaction between Turkey and the Western Balkans. Written from a multidisciplinary perspective, the contributions decode the essence of bilateral relations by analyzing various aspects of regional diplomacy, including official initiatives for cooperation and the impact of different interstate exchanges. This book examines links between post-conflict security, peace and development in Africa, Latin America, Europe and New Zealand. Young peace researchers from the Global South (Uganda, Ivory Coast, Kenya, Brazil, Colombia) as well as from Italy and New Zealand address in case studies traumas in Northern Uganda, demobilisation and reintegration of ex-combatants in the Ivory Coast, economic and financial management of terrorism in Kenya, organised crime in Brazil, mental health issues in Colombia, macro realism in Europe and global defence reforms within the military apparatus since 1990. The book reviews linkages between regional stability, development and peace in post-conflict societies while adding on to the post 2015 international agenda and discusses linkages between peace, security and development.

In the early 1990s, the Western Balkans were the scene of prolonged and bloody inter-ethnic wars. Numerous issues remain unresolved; Bosnia is a dysfunctional state; Kosovo a disputed territory; Macedonia a fragile republic, however, it is hard now to imagine the renewal of inter-state armed conflict. Investigating the causes and mechanisms driving peaceful transformation in the Balkans, this book examines developments in the region and contributes to discussions on security community building. Focusing on how different professional communities work together in the creation of regional peace and security, it sheds new light on how diplomats, policemen, soldiers and others brought about the transformation from conflict to peace through their everyday practices. Conducted collaboratively by a research community based within the region, this volume will be highly relevant to scholars and researchers studying the Balkans, regional security, security communities and policymakers.

Terrorism is not the only threat that causes the emergence of crises. The so-called ‘crisification’ of our security environment also seems to be rising due to many other factors. Such an environment is generating many crises related to politico-military conflicts, natural disasters, infectious diseases, information disruptions, ethnic or religious violence and others. Many of these crises are completely or nearly completely unexpected and have a strong effect on the security of individual people, states and the international community. ‘Crisis’ has become the key word instead of ‘war’. The awareness of this is partially driven by the growing role of electronic media, bringing negative news and reports to nearly all homes, and partially by objective technical factors that allow the fast escalation of local crises to the international level. Globalization therefore has a strong subjective and objective impact on the understanding of security.

The United Nations Security Council, in 2000, unanimously passed a resolution calling for women’s increased participation in conflict prevention and peacebuilding, as well as their protection during conflict. This marked the first time that the UN Security Council explicitly addressed gender issues in ‘conflict’ and ‘post-conflict’ situations. But what difference has this international agenda on ‘Women, Peace and Security’ made to women’s lives on the ground and to the governance of international peace and security? This volume provides a critical evaluation of the mainstreaming of gender issues in matters of international peace and security resulting from the passage of Resolution 1325 in 2000. It considers how this agenda actually plays out in different contexts, and with what implications for women’s activism and for peace and security. The picture that emerges is not uniform, obliging us to reconsider the links between gender, conflict, different visions of peace and, consequently, different projects of peacebuilding. Consequently, the book poses new questions for transnational feminist scholars and activists. This book was based on a special issue of the International Feminist Journal of Politics.
