Performance Measurement is the first in a new series of an ongoing effort by the Institute of Medicine (IOM) to improve health care quality. Performance Measurement offers a comprehensive review of available measures and introduces a new framework to examine these measures against the six aims of the health care system: health care should be safe, effective, patient-centered, timely, efficient, and equitable. This new book also addresses the gaps in performance measurement and introduces the need for measures that are longitudinal, comprehensive, population-based, and patient-centered. This book is directed toward all concerned with improving the quality and performance of the nation's health care system in its multiple dimensions and in both the public and private sectors.

This is the first book to fully introduce a newly developed distance friction minimization (DFM) model, which is one of the new efficiency improvement projection approaches in data envelopment analysis (DEA). The DFM model can produce a most effective solution in efficiency improvement projections for inefficient spatial entities (decision-making units). The book provides a set of fresh contributions to a quantitative assessment of the performance of such policy entities. First it offers a state-of-the art overview of current DEA models and approaches, followed by the operational design of various new types of DEA models, each of them addressing weaknesses in traditional DEA approaches. Then it illustrates the assessment potential of DEA — and its new variants, in particular, the DFM model and subsequent extensions — on the basis of a broadly composed collection of empirical case studies, centering mainly but not exclusively on Japan and other Asian nations.

These four working papers present research designs for system-wide data analysis and productivity measurement for evaluation. The four papers, prepared by four working teams, are titled, "Performance Measurement and the Criminal Justice System," "A Conceptual Basis for Effectiveness Measurement of Law Enforcement Activities"' "Performance Measures for Evaluation of LEAA and CJS Programs;" and "A Program of Research on Performance Measurement and Evaluation for the Criminal Justice System." Concepts covered by the papers include total social cost associated with crime and crime control, a systematic approach to determine a methodology for the measurement of law enforcement effectiveness, system-level aggregate performance measures, analysis and interpretation of criminal justice statistics, and operational performance measures. An additional topic coverage is the use of evaluation as a technical tool for better measurement and resource allocation

There is growing interest in using performance measurement as a means of holding federal, state, and local health agencies accountable for their use of public funds. Health Performance Measurement in the Public Sector is the second of two books for the U.S. Department of Health and Human Services on using and improving performance measurement in publicly funded health programs and the implications for data needs and systems. This book focuses on data and information system issues at the federal, state, and local levels. Recommendations address: Policy framework for selecting performance measures and using performance measurement. Operational principles related to data and data systems that support performance measurement. Essential investments in data systems and in training and technical assistance. Research needed to improve performance measures and performance measurement.

This volume contains exemplary papers that were presented at the 2017 Conference on Performance Measurement and Management Control in Nice, France, by researchers in the field from North America, South America, Africa, Europe, and Asia.

Each track consisted of a plenary session followed by three concurrent breakout sessions. These proceedings follow the conference format, with the plenary sessions and the breakout sessions for each of the five tracks presented in chronological order. The breakout sessions and the closing session gave participants the opportunity to provide ideas and suggestions on further research, technology transfer, and training. Research topics identified for potential consideration are listed in the section on concluding remarks. The conference also featured an interactive poster session. Summaries provided by the poster authors are presented in Appendix A. The conference attracted 130 participants from Canada, Germany, Japan, the Netherlands, South Africa, and the United States, and featured transportation specialists who offered real-world expertise on the application of performance metrics and case studies.

Do we really know the critical phenomena that are linked to how enterprises function and the dynamics of their relationships with customers, suppliers and competitors? Are their decision-making processes founded upon a set of performance measurements that were accurately designed and systematically elaborated? The above questions are the focus of this book, as is the following premise: enterprises need a system to measure their critical performances so they can be managed effectively; metaphorically speaking, enterprises need a “management dashboard” to serve as a navigational aid. A dashboard to show – with as few distortions as possible – the pattern of key variables that characterizes the specific formula enterprises use to face their competitive and social environment.
