This volume has 18 papers on the theoretical and practical aspects of privatization and deregulation in the sectors of public utilities, telecommunications and public transport, and on the implications of these policies for the capital market and industrial relations.

Privatization and After discusses the need to monitor privatization. The authors argue that monitoring will show whether or not the process is fulfilling its objectives and contributing to improved economic performance. The book also assesses the need for, and techniques of, regulating privatized enterprises in situations of continuing monopoly or significant market control. This is supported by an in-depth analysis of regulation in the UK and its implications for developing countries. Further illustrative material is drawn from a range of developed, developing and former socialist countries.

Privatization raises problems of equity, can lead to greater inequality and changes in market structure. These issues are explored across a broad range of countries by contributors who have a wide experience of privatization.

At the end of the century, privatization has become a worldwide phenomenon. It is taking place in what was once called the first, the second, and the third world. The volume mirrors this expansion of privatization. In Part I on the economics of privatization, historical, theoretical, and politico-economic issues are covered. In Part II country studies are presented for China, the Czech Republic, Eastern Germany, Estonia, Hungary, Poland, Russia and the United Kingdom. The contributions in this publication are an outcome of growing concerns around the world about the prevailing inefficiencies in agriculture and agribusiness and the need to improve productivity, profitability, and financial sustainability of agriculture and agribusiness by privatizing state- owned enterprises and eliminating unnecessary government regulations. It is in this context that an international symposium was organized on April 19-30, 1993, to address these policy concerns and thereby to improve the long-term prospects for productive and financially sustainable agriculture and agribusiness development. The policy issues addressed herein were identified in a series of discussions at IFDC and with the authors. The main objectives were to focus on analytical policy issues that accelerate the process of privatization and market deregulation of publicly owned and operated enterprises and to provide necessary operational guidelines for policy reforms. This publication is structured around four main topics: (1) the role of agribusiness in economic development; (2) possible approaches and guidelines for privatization and deregulation of agribusiness; (3)the necessary enabling policy environment for privatization and deregulation; and (4) selected case studies. Drawing on cultural policy, queer and feminist theory, materialist media studies, and postcolonial historiography, Bliss Cua Lim analyzes the crisis-ridden history of Philippine film archiving—a history of lost films, limited access, and collapsed archives. Rather than denigrate underfunded Philippine audiovisual archives in contrast to institutions in the global North, The Archival Afterlives of Philippine Cinema shows how archival practices of making do can inspire alternative theoretical and historical approaches to cinema. Lim examines formal state and corporate archives, analyzing restorations of the last nitrate film and a star-studded lesbian classic as well as archiving under the Marcos dictatorship. She also foregrounds informal archival efforts: a cinephilic video store specializing in vintage Tagalog classics; a microcuratorial initiative for experimental films; and guerilla screenings for rural Visayan audiences. Throughout, Lim centers the improvisational creativity of audiovisual archivists, collectors, advocates, and amateurs who embrace imperfect access in the face of inhospitable conditions.
