Planning Regional Futures is an intellectual call to engage planners to critically explore what planning is, and should be, in how cities and regions are planned. This is in a context where planning is seen to face powerful challenges – professionally, intellectually and practically – in ways arguably not seen before: planning is no longer solely the domain of professional planners but opened-up to a diverse group of actors; the link between the study of cities and regions, which traditionally had a disciplinary home in planning schools and the like, steadily eroded as research increasingly takes place in interdisciplinary research institutes; the advent of real-time modelling posing fundamental challenges for the type of long-term perspective that planning has traditionally afforded; ‘regional planning’ and its mixed record of achievement; and, the link between ‘region’ and ‘planning’ becoming decoupled as alternative regional (and other spatial) approaches to planning have emerged. A sustainable future: a world in which sustainable development is possible and guaranteed? In this book, the Dutch Committee for Long-Term Environmental Policy, an expert advisory board to the Dutch Minister of Housing, Physical Planning and Environment, shows possible ways in which society can move towards a sustainable future. The book goes in search of a new social order, an order in which sustainability is guaranteed. This search holds four main elements: signs of hope: which positive initiatives and developments exist which will lead to a sustainable future? transformations: which transformations are needed to reach a sustainable future? philosophical and methodological reflections: can one predict the future? institutions: what are the necessary changes in the basic institutions of society to reach a sustainable future? The committee has invited well-known experts from different disciplinary backgrounds to check the existing social order from a point of sustainability and to give recommendations for a sustainable future. The central conclusion is that we are in need of an evolving green strategy aimed at sustainability. The contours of this strategy are described and a large set of recommendations to reach a sustainable future are given. As the committee states: `There is no certainty and no statistical probability for a sustainable future, but there is at least a chance.'

In this, the second, edition, they explore the developments during 1985-1988 and show how the gradual transformation of the economy from export-Ied to domestic demand-Ied growth has taken place, what the results of the trans formation process are, what remaining problems still have to be resolved, and what directions the Japanese economy might take in the future. While the transformation process is by no means completed, Drs. Higashi and Lauter provide a broad, policy-analysis based overview that enables the reader to understand not only the economic but also the basic political and social issues involved in the internationalization process. In this sense, the authors stay away from the extreme positions that characterize so many of the publications on Japan today and attempt to provide a realistic view of the changes and the impact of these changes. I believe that this book is a fair and balanced representation of events.

This book brings together a series of contributions which examine the processes of contemporary city development and urban planning in Japan. A central theme of the book is to consider, from a range of perspectives and situations, the role, policies, methods, and effectiveness of planning in guiding city development in Japan and in addressing present and emerging urban issues. Areas of particular concern include inner city development, the urban periphery, the institutional and regulatory context of planning, and planning for urban and regional economic and technological change. In many instances, the book draws parallels between Japan's urban experience and planning approach with those of Europe and North America. Earlier versions of all but two of the chapters were published in issues of the Town Planning Review, but not only does the book have the value of bringing these contributions together in one volume, but it has also allowed the authors to revise and update their work and incorporate new developments. The editors have contributed a substantial, reflective introductory chapter and have also included a chronology of Japanese planning legislation and an annotated guide to selected English-language literature on Japanese urban and regional planning. While the main aim of the book is to provide a detailed interpretation of current urban planning issues and policies in Japan, the chapters also provide a foundation for understanding how Japanese city planning may evolve in the future.
