The 2030 Agenda for Sustainable Development and the Sustainable Development Goals are a global commitment to "transforming our world" and eradicating poverty in all its forms everywhere. The challenge now is to put this vision into action. Policy Innovations for Transformative Change, the UNRISD 2016 Flagship Report, helps unpack the complexities of the 2030 Sustainable Development Agenda in a unique way: by focusing on the innovations and pathways to policy change, and analysing which policies and practices will lead to social, economic and ecological justice. Drawing on numerous policy innovations from the South, the report goes beyond buzzwords and brings to the development community a definition of transformation which can be used as a benchmark for policy making toward the 2030 Agenda, intended to "leave no one behind". Bringing together five years of UNRISD research across six areas--social policy, care policy, social and solidarity economy, eco-social policy, domestic resource mobilization, and politics and governance--the report explores what transformative change really means for societies and individuals.

The Paris Agreement embodies a flexible approach to global cooperation, aimed at encouraging ever more ambitious climate action by a variety of players on all levels of governance. Regional organizations play an important role in mobilizing such action. This Element provides novel insights into the conditions under which policy entrepreneurs can bring about transformative policy change in regional settings, with a focus on the European Union (EU) and the Association of Southeast Asian Nations (ASEAN). It finds that opportunity structures in the EU have been conducive to successful climate-progressive policy entrepreneurship at several key junctures, but not consistently. In contrast, the ASEAN governance context provides few access points for non-elite interests, making it fiendishly difficult for policy entrepreneurs to push for substantive policy change in the face of powerful domestic veto players. Multilevel governance divides powers, includes many veto players and requires extensive policy coordination among different jurisdictions. Under these conditions, innovative policies or institutional reforms seem difficult to achieve. However, while multilevel systems establish obstructive barriers to change, they also provide spaces for creative and experimental policies, incentives for learning, and ways to circumvent resistance against change. As the book explains, appropriate patterns of multilevel governance linking diverse policy arenas to a loosely coupled structure are conducive to policy innovation.

Applying a critical perspective to stimulate dialogue and mutual learning between the interconnected fields of social innovation and social policy analysis, this dynamic Handbook investigates the often-contested relationship between these two areas of enquiry and practice. Welfare states face profound challenges. Widening economic and social inequalities have been intensified by austerity politics, sharpened by the rise in ethno-nationalism and exposed by the COVID-19 pandemic. This Open Access book deals with the pressing question of how to achieve transformational change that reconciles development with environmental sustainability. It particularly focuses on the role of evaluation in finding sustainable solutions. Environment and development are closely interlinked, as are human health and ecosystem health. The pandemic that began in 2020 demonstrated in no uncertain terms how destruction of habitats has allowed hitherto unknown pathogens spill over to humans wreaking havoc on people’s lives and livelihoods. We are already seeing the impacts of global climate change in terms of heatwaves, forest fires and increased storms. The Sustainable Development Goals (SDGs) explicitly recognize the equal importance of the social, economic and environmental dimensions of development. In these turbulent times, when humankind faces multiple complex challenges it is essential to know that our responses are effective and that they make a positive difference. Evaluation can provide invaluable lessons to how we design policies, strategies and programs and how we allocate limited resources between competing priorities. This book brings together key thinkers and practitioners from the public and private sectors, from major multilateral organizations and from bilateral donor agencies, to present the latest knowledge and experience on how to evaluate interventions in the nexus of environment and development. The book does not promote any particular approach or methodology, but rather emphasizes the need for mixed methods to address the question at hand in the best and most suitable manner. It covers cases from a variety of fields, from climate change mitigation and adaptation, energy efficiency and renewable energy, natural resources management, biodiversity conservation and more. This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. Following the conference, the editors identified and contacted the participants who made key contributions at the conference and asked them to develop their ideas and papers into book chapters according to a coherent plan.

Millennium development goals (MDGs) and sustainable development goals (SDGs) have significant implications for global development, in particular for African countries. This book seeks to assist Africa’s policy makers and political leaders, MNCs and NGOs, plus its increasingly heterogeneous media landscape, to understand and better respond or negotiate the evolving development environment of the 21st century. This collection of essays brings together discussions arguing that the circular economy must be linked to society and culture in order to create a viable concept for remodelling the economy. Covering a diverse range of topics and regions, including cities and living, food and human waste, packaging and law, fashion, design and art, this book provides a multi-layered examination of circularity. Transitioning to a circular economy, reducing resource input and waste, and narrowing material and energy loops are becoming an increasingly important targets to combat decades of unsustainable models of consumption.
