The emerging political systems of Central Asian countries have given a new impetus to the world political scientist to add and theorise new democratic developments after the collapse of Communism. This book is a scholarly contribution which combines theory and practice of political culture and participation in the Central Asian political context. In the wake of Soviet disintegration, Central Asia became an idiom for the ensuing confusion in the post-Cold War climate of international affairs, characterized by inter-state order and intra-state anarchy. Dynamic changes associated with the end of communism, the 'revival' of ethnic, religious and clan mobilization and the gradual involvement of various international actors, have inspired extensive scholarly and policy engagement with the region. Yet most analyses fail to bring Central Asia into the mainstream of systematic interrogation. This timely volume analyzes the quality of statehood in the region by assessing the complex dynamics of Central Asian state-making and focusing on the simultaneous patterns of socialization and internalization in the region. It straddles four different bodies of literature and addresses the systematic lacunae in all of them to investigate the localization effects of Russia, China, the EU and NATO on forms of post-Soviet statehood in Central Asia - placing Central Asia in the study and practice of world politics.

After the final collapse of the Soviet Union, the so-called 'last empire', in 1991, the countries of Central Asia - Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan - and of the Caucasus - Armenia, Azerbaijan, Georgia - became independent nations. These countries, previously production centres under the socialist planning system of the Soviet Union, have made enormous economic adjustments in order to develop - or attempt to develop - along capitalist lines. As this study will show, however, inequality in Central Asia and the Caucasus is widening, as the Soviet systems of healthcare and state provisions disappear. Rejecting the Cold War-era East/West paradigm often used to analyse the development of these nations, this study analyses development along the North-South lines which characterise the migration patterns and poverty levels of much of the rest of the developed world. This opens up new avenues of research, and helps us understand why it is, for instance, that this region is better characterised as a 'new South' - as skilled workers flood out of the territories and into Russia and Western Europe. Development in Central Asia and the Caucasus draws together detailed analyses of the development of migration economics as the region's oil wealth further enhances its strategic and economic importance to Russia, the US, the Middle East and to the EU.

In Visions of Development in Central Asia: Revitalizing the Culture Concept, Noor O’Neill Borbieva reflects on anthropology’s withdrawal from discussions about culture and the parallel rise of the intellectually and politically problematic discourse of “culture matters thinking,” or CMT. CMT asserts that cultures are homogeneous and that the dominant values of its culture determine a state’s socioeconomic and political trajectories. Drawing on practice theory, ecological psychology, complexity science, and poststructuralism, Borbieva urges anthropologists to revisit debates about culture in order to counteract the influence of simplistic formulations such as CMT. Through an examination of ethnographic material from Kyrgyzstan, gathered during the years she worked as a Peace Corps Volunteer and as an anthropologist, Borbieva examines how debates about culture shaped the development sector’s agenda in Central Asia. She argues that mainstream discussions of culture not only misunderstand the cultural basis of human diversity but also threaten that diversity by promoting a one-size-fits-all vision of well-being. Borbieva suggests an alternative vision, one that recognizes the profound complexity of human sociality and embraces the many forms of human thriving that grow out of our cultural differences.

It investigates the consolidation of new democracies in Central and Eastern Europe, which face the hurdle of transforming their economies.
