Education is a source of national pride in Lebanon. When the general public was asked how the education system was performing, 76 percent of respondents had a positive opinion; and these satisfaction rates have been consistently high over the years. However, perception of education quality does not reflect the reality of the sector; and learning outcomes, which are the determining metrics of success in education, have been lower than the international average, with a declining trend since 2007. This volume seeks to uncover why the education system in Lebanon is not reaching its full potential. It uses a political economy approach to study the drivers and factors that guide education operations to produce and utilize education outcomes. This includes the study of context, stakeholders, and processes that shape education policies, institutions, and activities. It also aims to identify enablers of and constraints on policy change and implementation, as well as the achievement of results. In this context, the analysis encompasses how education policies are developed; how education consumables—such as curricula, textbooks, and learning materials—are produced, distributed, and used by learners; how education services are delivered and monitored; and how achieved results are measured. It includes the identification of the most influential actors in the education arena, as well as their vested interests. It also examines unfavorable frameworks for action that are likely to block the adoption of reforms and delay or derail their implementation. The system-level analysis presented in this volume used a mixed-method approach. Qualitative and quantitative analyses were conducted based on a review and analysis of more than 1,900 research papers, articles, and books; laws and policies; expenditures; trends; and enrollment and outcome indicators. Primary methods of inquiry were also used and included interviews, focus group discussions, and a household-based perception survey.

The failure of reform policies in areas of critical importance to Arab populations such as health and education played a central role in igniting the Arab Awakening, yet this policy perspective has been largely absent from recent studies of the region. Arab regimes most reliant on repression to guarantee their survival were also those most vulnerable to mass politics. Where threats to regime survival have been limited, so have more meaningful reforms been possible, finding an alternative to political change through focusing on "soft policy" areas such as education. A Political Economy of Arab Education offers a comprehensive analysis of K-12 education systems in Arab countries, deepening understanding of their administrative structures and outcomes, and exploring how political considerations have impacted the ability of Arab regimes to engage in meaningful reform. Taking a unique comparative political economy perspective, it examines the reasons behind policy stagnation in Arab countries, addressing the effects of size, history and political stability on the design and implementation of policies and administrative structures. Its informed analysis and comparison of education systems provides new insight into Arab regimes and highlights factors pulling them towards either stagnation or reform. Examining the sustainability of reforms and establishing the benefits of engaging in meaningful change, this book sheds light on why some regimes survived the Arab Spring while others crumbled and formulates convincing predictions on the potential for future regime change in the region. Aiming to contribute to the reader’s greater understanding of Lebanese government and politics, this book provides a comprehensive examination of the origin, development, and institutionalization of sectarian consociationalism in Lebanon. A recurrent proposition advanced in this book is that Lebanese sectarian consociationalism has been both a cure and a curse in the formulation of political settlements and institution building. On the one hand, and in contrast to many surrounding Arab regimes, consociational arrangements have provided the country with a relative democratic political life. A limited government with a strong confessional division of power and a built-in checks and balance mechanism prevented the emergence of dictatorship or monarchy. On the other hand, a chronic weak state has complicated efforts for nation building in favour of sectarian fragmentation, external interventions, and strong polarization that periodically brought the country to the verge of total collapse and civil war. While examining Lebanese sectarian politics of conflict and concession during different historic junctures many revelations are made that underlie the role of domestic and international forces shaping the country’s future. For almost nine decades, since their mass-resettlement to the Levant in the wake of the Genocide and First World War, the Armenian communities of Lebanon and Syria appear to have successfully maintained a distinct identity as an ethno-culturally diverse group, in spite of representing a small non-Arab and Christian minority within a very different, mostly Arab and Muslim environment. The author shows that, while in Lebanon the state has facilitated the development of an extensive and effective system of Armenian ethno-cultural preservation, in Syria the emergence of centralizing, authoritarian regimes in the 1950s and 1960s has severely damaged the autonomy and cultural diversity of the Armenian community. Since 1970, the coming to power of the Asad family has contributed to a partial recovery of Armenian ethno-cultural diversity, as the community seems to have developed some form of tacit arrangement with the regime. In Lebanon, on the other hand, the Armenian community suffered the consequences of the recurrent breakdown of the consociational arrangement that regulates public life. In both cases the survival of Armenian cultural distinctiveness seems to be connected, rather incidentally, with the continuing ‘search for legitimacy’ of the state.

Explaining state-building failures in Lebanon during the 20th century, this book looks at the relationship between legitimacy and stability in the country since the creation of the state in 1920. The presence of legitimacy is considered necessary to any successful state-building endeavour. This book argues that the Lebanese state failed to achieve any meaningful form of legitimacy from its inception in 1920 to its near-collapse during the civil war. However, by analysing different eras of Lebanese history, throughout the different presidential terms, the author challenges the general understanding of stability and governance to show that the absence of legitimacy and society support actually contributed to the persistence of the Lebanese state. More than this, the evidence shows that Lebanese state was at its most stable when it was regarded as illegitimate. The wider, implicit question thus asked in the book revolves around a case where illegitimacy within the state is what ensures its stability and survival. Based on primary sources including national archives and collections, institutional documents, personal memoirs, newspapers and journals, this book provides a rich survey on the development and functioning of Lebanese political institutions.
