Although many scholars are convinced of the apparent civic disengagement of youth, others suggest that civic participation of young people is stable and increasingly expressed through non-institutionalized forms of practicing politics. This book makes a key contribution to this discussion by asking whether the "decline or shift" paradigm is sufficient in understanding political participation of the youth. It argues that we need to move beyond this framework and develop a renewed reflection on the meaning of "civic and political engagement". It asks crucial questions such as: How can the young be educated into assuming civic and political responsibility? Why and how do young people engage in social and political action? How do the principal mediating institutions (education, media and the family) contribute to new or different forms of youth civic engagement? This book evaluates the role that civic engagement, political participation and active citizenship can play in promoting the establishment of a European polity. The chapters included here examine how the practice of active citizenship is managed and constructed in the context of a European drive to increase civic engagement and political participation in three member states (Portugal, Italy and the UK) and one accession country (Turkey). Looking at both processes and policies promoting active citizenship at the European and national levels, this book uncovers current discourses as well as political priorities and values that surround the activities of non- governmental organizations (NGOs). Of particular interest are debates about the nature and level of civic and political participation and engagement of marginal groups (women, youths, migrants and minorities) as they are particularly vulnerable to social exclusion. The book focuses on the interaction between institutions and civil society actors, addressing a number of questions related to their reciprocal role in influencing, shaping, criticising or disregarding certain political priorities. This book was published as a special issue of the Journal of Civil Society.

The overarching aim of this edited volume is to investigate different modes, patterns and determinants of youth political participation in Greece, since the economic crisis, by incorporating a variety of quantitative and qualitative methods. The chapters examine different forms of youth political participation, from institutionalized (such as voting, or membership in political parties) to non-institutionalized (such as signing petitions, protesting through demonstrations or occupations, and political consumerism). Moreover, the chapters shed light on diverse aspects of youth political participation, such as the interlinkages between occupational precarity and political behaviour, the spatial portrait of youth political engagement in rural, suburban and urban Greek contexts, the engendered aspects of political involvement, the pivotal role of protest events in youth political socialization and in mobilization in contentious political actions, the different impacts of priming inequality on youth’s political beliefs, depending on different modes of thinking, as well as the key features of youth-related and youth-led (non-state) organisations operating in Greece. The aforementioned aspects are examined at the micro, meso or/and macro level through distinct methodological approaches including panel survey, experimental survey, biographical interviews, in-depth interviews and action organization analysis, carried out in the context of the EURYKA (European Commission) project.

Young people’s participation is crucial for shaping and transforming democracies. Youth political participation is taking place within a context of democratic transformation, including a global decline in the state of democracy, shrinking space for civil society, polarisation of the political and social space, economic crisis and precarity, rapid digitalisation, the impact of the Covid-19 pandemic and, most recently, war. In this setting, we are witnessing a lack of trust in political institutions, an increasing disengagement from the political system and a decline in youth participation in institutional politics. This Youth Knowledge book reminds us that while the context might be changing, young people’s participation is crucial for shaping and transforming democracies. Moving beyond the traditional binary of “conventional” and “nonconventional”, the authors ask the question: “How are young people engaging with democracies in transformation?”, seeking to understand the ways in which young people are defining their own participation.
