The book aims to unravel the complexity of dynamics of power, domination, and resistance in Sudan. It will also draw special attention to who rules the country and how they ruled and what tools they deployed to execute their internal, regional, and international policies. Ultimately, by focusing on Sudan, I hope to provide an in-depth understanding of how political Islam operates in practical terms within the Middle East and North Africa.

Gender, Race, and Sudan’s Exile Politics examines the gendered and racialized discourses and practices of the Sudanese opposition in exile through the opposition movements of the 1990s and early 2000s, and discusses the history through which these discourses evolved. The military coup that brought the National Islamic Front (NIF)—now National Congress Party (NCP)— to power in 1989 not only forced most political parties, trade unions, and activists in Sudan into either exile politics or underground activism; it also urged many of Sudan’s political forces and activists to rethink the meaning of belonging and of the “Old” Sudan. In the mid-1990s, this involved a rethinking of the relationship between religion and politics, acknowledging Sudan’s diversity, acknowledging the need to restructure Sudan’s economy and politics to ensure equal access and participation for the historically marginalized, and committing to self-determination for the people of South Sudan. The concept of the New Sudan broadly captured this rethinking. This book interrogates the relationship between women’s organizations and activisms in exile on one hand, and nationalist, transformative, and other political movements and processes on the other. It further discuses transnational coalition building across difference, including racial difference, between women’s organization seeking to transform gender relations in Sudan and South Sudan.

For over eighty years the Arab region has been deriving massive wealth from its natural resources. Nevertheless, its economic performance has been at the mercy of ebbs and flows of oil prices and its resources have been slowly depleting. The two critical questions are why and how Arab countries might escape the oil curse. Institutions and Macroeconomic Policies in Resource-Rich Arab Economies focuses on the unique features of the Arab world to explain the disappointing outcomes of macroeconomic policy. It explores the interaction between oil and institutions to draw policy recommendations on how Arab countries can best exploit their oil revenues to avoid the resource curse. Case studies and contributions from experts provide an understanding of macroeconomic institutions (including their underlying rules, procedures and institutional arrangements) in oil-rich Arab economies and of their political economy environment, which has largely been overlooked in previous research. Institutions and Macroeconomic Policies in Resource-Rich Arab Economies offers novel macroeconomic policy propositions for exchange rate regimes, fiscal policy and oil wealth distribution that is more consistent with macroeconomic stability and fiscal sustainability. These policy reforms, if implemented successfully, could go a long way in helping the resource-rich countries of the Arab region and elsewhere to avoid the oil curse.

This book argues that political Islam (represented by its moderate and militant forms) has failed to govern effectively or successfully due to its inability to reconcile its discursive understanding of Islam, centered on literal justice, with the dominant neo-liberal value of freedom. Consequently, Islamists' polities have largely been abject, often tragic failures in providing a viable collective life and sound governance. This argument is developed theoretically and supported through a set of case studies represented by the Muslim Brotherhood in Egypt (under President Muhammad Morsi’s tenure), Hassan Turabi's National Islamic Front in Sudan and The Islamic State in Iraq and Syria (ISIS). The Real Politics of the Horn of Africa delves into the business of politics in the turbulent, war-torn countries of north-east Africa. It is a contemporary history of how politicians, generals and insurgents bargain over money and power, and use of war to achieve their goals. Drawing on a thirty-year career in Sudan, Ethiopia, Eritrea and Somalia, including experience as a participant in high-level peace talks, Alex de Waal provides a unique and compelling account of how these countries’ leaders run their governments, conduct their business, fight their wars and, occasionally, make peace. De Waal shows how leaders operate on a business model, securing funds for their ‘political budgets’ which they use to rent the provisional allegiances of army officers, militia commanders, tribal chiefs and party officials at the going rate. This political marketplace is eroding the institutions of government and reversing statebuildingÑand it is fuelled in large part by oil exports, aid funds and western military assistance for counter-terrorism and peacekeeping. The Real Politics of the Horn of Africa is a sharp and disturbing book with profound implications for international relations, development and peacemaking in the Horn of Africa and beyond.

This study provides empirically based insights into the relationship between war, statehood and peaceful conflict resolution during the second Sudanese civil war and following the independence of South Sudan 2011. Several influencing factors have been identified: the dynamics of political and ethnic conflict; the authoritarian character of the former rebel movement (SPLM); the role of the church and of traditional leaders in local peace processes; and how the enormous presence of international aid organizations has affected both war and statehood. The empirical findings suggest that South Sudan is not an example of state failure, but rather part of a broader process of state formation. As such, this collection argues that state-building is indeed possible during war. The analysis of the independent South Sudan post-2011 illustrates that the country is still struck by strong political and ethnic conflicts and continued violence. This is a book that is relevant and full of insights for social scientists and practitioners of development co-operation.

A mere two years after achieving independence, South Sudan in 2013 descended into violent civil war, refuting US government claims that the country's succession was a major foreign policy success and would end endemic conflict. Worse was to follow when the international community declared famine in 2017. Understanding the political and socio-economic factors which give rise to youth recruitment into militant organizations is central to grasping some of the most important issues that affect the contemporary Middle East and Africa. In this book, Khalid Mustafa Medani explains why youth are attracted to militant organizations, examining the specific role economic globalization plays in determining how and why militant activists emerge. Based on extensive fieldwork, Medani offers an in-depth analysis of the impact of globalization, neoliberal reforms and informal economic networks on the rise and evolution of moderate and militant Islamist movements.
