The Politics of the Periphery in Indonesia is a thought-provoking examination of local politics and the dynamics of power at Indonesia's geographic and social margins. After the fall of Suharto in 1998 and the introduction of a policy of decentralization in 2001, local stakeholders secured and consolidated decision-making power, and set about negotiating new relations with Jakarta. The volume deals with power struggles and local-national tensions, looking among other things at resource control, the historical roots of regional identity politics, and issues relating to Chinese-Indonesians. The authors develop information in ways that transcend the post-colonial territorial boundaries of Indonesia in the Malay-Indonesian archipelago, and use case studies to show how the changes described have galvanized Indonesian politics at the cultural and geographical peripheries.

This book analyses the transformation of political representation in contemporary Indonesia to argue the need to better understand how political representatives use claims to engage in storytelling about themselves and the community they represent. By adopting a new approach that focuses on the cultural and performative aspects of representation and draws on a substantive evidence base of representative claims, this book examines common narratives developed by Joko Widodo, Tri Rismaharini, Basuki Tjahaja Purnama, Ridwan Kamil and Nurdin Abdullah. Through this analysis, the book highlights two key foundations of their claims: technocratic focus and innovative engagement. This study considers how the ideational power generated through the representative claim-making of these leaders interacts and competes with other forms of power. Moreover, the author emphasises the success of the representative claims developed by the innovative technocrats, while noting the impact their emergence has had on the broader context of Indonesian politics. An empirical monograph on new and upcoming leaders in Indonesia, this book will be of interest to scholars of democracy and democratisation and political change in general, and Southeast Asian politics and Indonesian politics in particular.

Democracy is frequently considered a single (and thus uniform) national programme. However, political structures and opportunities differ clearly in various contexts, and as such they have their own influences and consequences. The study of democracy and democratisation must be reinforced with research that emphasises local perspective over national ones, for it is at the local level that different centres of power interact and understandings of genuine democratic practices are created. It is in this spirit that this book attempts to examine the diverse problem of democracy and democratisation in various Indonesian localities, while also underscoring the importance of considering asymmetrical approaches to democratisation. A mapping of the different local regimes in Indonesia and necessary to understand how they respond to or even bypass the practice of democracy. This book, drawing on eleven case studies, reaches the conclusion that the varied local regimes in Indonesia can be grouped into five categories: formalist/elitist, consociational, pluralist/compromistic, socio-cultural, and formalist/deliberative. Through its mapping of local regimes in Indonesia, this book offer a new passion for the continued and substantive (re)setting of democratisation in Indonesia, which need not be limited to electoral democracy, but may rely on asymmetrical democracy—a democracy that understands and accommodates localities and fundamental for it development. The future democratisation of Indonesia can be truly “ in the regions, from the regions, for Indonesia”. Using such a logic, democracy will be manifested through a bottom-up process, and therefore offer the ability to jointly manages Indonesia’s unity in diversity.

In May 1998 the fall of Suharto marked the beginning of a difficult and multi-layered transition process. It was accompanied by intensified conflict in the political arena, a dramatic increase of ethnic and religious violence and the danger of national disintegration. Ten years after the collapse of the New Order, Indonesia has made significant progress, however the quality of democracy is still low. Indonesia's political and governmental structures underwent sweeping reforms in the late 1990s. After decades of authoritarian rule, a key aspect of the transition to constitutional democracy during this period was the amendment of the 1945 Indonesian Constitution - an important legal text governing the world's third largest democracy. The amended Constitution introduced profound changes to the legal and political system, including an emphasis on judicial independence, a bill of rights, and the establishment of a Constitutional Court. This volume, with chapters written by leading experts, explores the ongoing debates over the meaning, implementation, and practice of constitutional democracy in Indonesia. This includes debates over the powers of the legislature, the role of the military, the scope of decentralisation, the protection of rights and permissible limits on rights, the regulation of elections, the watchdog role of accountability agencies, and the leading role of the Constitutional Court. These legal issues are analysed in light of the contemporary social, political, and economic environment that has seen a decline in tolerance, freedom, and respect for minorities. Contributions to this volume review the past two decades of reform in Indonesia and assess the challenges to the future of constitutional democracy amidst the wide-spread consensus on the decline of democracy in Indonesia. Demands for amendments to the Constitution and calls to revert to its initial form would be a reversal of Indonesia's democratic gains.

Indonesia Electoral, Political Parties Laws and Regulations Handbook - Strategic Information, Regulations, Procedures

This book examines the life of women in the Indonesian province of Aceh, where Islamic law was introduced in 1999. It outlines how women have had to face the formalisation of conservative understandings of sharia law in regulations and new state institutions over the last decade or so, how they have responded to this, forming non-governmental organisations (NGOs) that have shaped local discourse on women’s rights, equality and status in Islam, and how these NGOs have strategised, demanded reform, and enabled Acehnese women to take active roles in influencing the processes of democratisation and Islamisation that are shaping the province. The book shows that although the formal introduction of Islamic law in Aceh has placed restrictions on women’s freedom, paradoxically it has not prevented them from engaging in public life. It argues that the democratisation of Indonesia, which allowed Islamisation to occur, continues to act as an important factor shaping Islamisation’s current trajectory; that the introduction of Islamic law has motivated women’s NGOs and other elements of civil society to become more involved in wider discussions about the future of sharia in Aceh; and that Indonesia’s recent decentralisation policy and growing local Islamism have enabled the emergence of different religious and local adat practices, which do not necessarily correspond to overall national trends.

Reorganising Power in Indonesia is a new and distinctive analysis of the dramatic fall of Soeharto, the last of the great Cold War capitalist dictators, and of the struggles that reshape power and wealth in Indonesia. The dramatic events of the past two decades are understood essentially in terms of the rise of a complex politico-business oligarchy and the ongoing reorganisation of its power through successive crises, colonising and expropriating new political and market institutions. With the collapse of authoritarian rule, the authors propose that the way was left open for this oligarchy to reconstitute its power within society and the institutions of newly democratic Indonesia.
