The relationship between international order and justice has long been central to the study and practice of international relations. For most of the twentieth century, states and international society gave priority to a view of order that focused on the minimum conditions for coexistence in a pluralist, conflictual world. Justice was seen either as secondary or sometimes even as a challenge to order. Recent developments have forced a reassessment of this position. Firstly, many trends inthe 1990s increased expectations of greater justice within a liberal and liberalizing international order - for example, in relation to human rights, humanitarian intervention, collective security, and self-determination. Second, globalization deepened the sense of ideational and material interdependence, prompting acknowledgement that we co-exist in a single world and that effective solutions to shared problems cannot be achieved without a concern for justice - especially as the negative aspects of globalization have become more evident. Third, claims to justice and critiques of the existing order have been forcefully pressed by an increasing range of non-governmental and other groups within transnational civil society. These three developments suggest movement towards a greater solidarist consciousness and ambition, based primarily on a liberal vision of the relationship between order and justice. This book sets current concerns within a broad historical and theoretical context; explores the depth and scope of this presumed solidarism amidst the difficulties of acting on the basis of a more strongly articulated liberal position; and underscores the complexity and abiding tensions inherent in the relationship between order and justice. Chapters examine a wide range of state and transnational perspectives on order and justice, including those from China, India, Russia, the United States, and the Islamic world. Other chapters investigate how the order-justice relationship is mediated within major international institutions, including the United Nations, the World Trade Organization and the global financial institutions.

International order is one of the most challenging issues in political ethics today, and its place within the multifaceted fleld of politics is frequently debated. The diverse phenomena resulting from 'globalisation' - particularly in the wake of the end of the so-called Cold War - urge us to think about our 'world' in terms of a single political entity. Besides the existing international institutions, however, it is still open to question what this entity should be and what concrete political practices should correspond to it. In the essays collected in this book, political scientists, sociologists, philosophers, theologians and policy advisors explore how political practices can be institutionally localised without necessarily becoming incorporated into structures of governance. In the past generation, Brazil has risen to become the seventh largest economy and fourth largest democracy in the world. Yet its rise challenges the conventional wisdom that capitalist democracies will necessarily converge to become faithful adherents of a US-led global liberal order. Indeed, Brazil demonstrates that middle powers, even those of a deeply democratic bent, may differ in their views of what democracy means on the global stage and how international relations should be conducted among sovereign nations. This volume explores Brazil's postures on specific aspects of foreign relations, including trade, foreign and environmental policy, humanitarian intervention, nuclear proliferation and South-South relations, among other topics. The authors argue from a variety of perspectives that, even as Brazil seeks greater integration and recognition, it also brings challenges to the status quo that are emblematic of the tensions accompanying the rise to prominence of a number of middle powers in an increasingly multipolar world system.

Moral Order/World Order argues for the centrality of normative theory in the study of international relations. Two themes develop, each reflecting opposing pairs: fact/value, is/ought, description/prescription, feasibility/desirability. The first theme concerns the epistemological framework provided by a normative account. The second theme concerns the political conditions of knowledge which determine the role of different theories, indicating the need for adaptation of traditional normative scholarship, overcoming the separation of ethics from politics which has so far limited its role.

Emerging traits of late global modernity such as transnationalism, multiculturalism, individualization and supranational contexts of action raise the question of what holds society together. Responses have typically made reference to legitimization, but the modern world presents challenges to such responses, for in such a differentiated, globalized setting, legitimization can no longer appeal to the previous national, ideological or religious foundations of early modernity. From a variety of theoretical and empirical perspectives, this book explores the manner in which legitimization can be constructed by people, groups or institutions under the contemporary pressures and possibilities of modern world society. Drawing on cosmopolitan theory, postcolonial sociology, systems theory, and historical sociology, it engages with questions of human rights, processes of individualization and the constitution of transnational spaces in its examination of the challenges to legitimization. As such, it will be of interest to scholars of sociology, political science and social and legal theory, concerned with questions of globalization and the problems of social cohesion and legitimacy.

Drawing on the political philosophy of Lyotard and through an empirical examination of the Anglo-American international order during the 1956 Suez Crisis, Bially Mattern demonstrates that states can (and do) use representational force--a forceful but non-physical form of power exercised through language--to stabilize international identity and in turn international order.
