Papua New Guinea is a sovereign state located in the western Pacific Ocean, comprising the eastern half of the island of New Guinea and its offshore islands. The country has a diverse population of over eight million people, with hundreds of different languages spoken throughout the country. The official languages are English, Tok Pisin, and Hiri Motu. The economy is mostly dependent on agriculture, mining, and oil and gas production. The country is known for its biodiversity, with over 800 languages spoken and more than 10% of the world's species of animals and plants found within its borders. Papua New Guinea has a rich cultural heritage, with traditional practices such as tribal warfare, bride price, and initiation ceremonies still practiced in some regions. Papua New Guinea gained independence from Australia in 1975 and has since faced various challenges, including social unrest and political instability. The country is also prone to natural disasters such as earthquakes, volcanic eruptions, and cyclones. Despite these challenges, Papua New Guinea has made significant progress in recent years in areas such as education and health care. The government has also implemented policies aimed at promoting economic growth and reducing poverty. The country is a member of the United Nations, the Commonwealth of Nations, and the Pacific Islands Forum, among other international organizations.

This report provides an overview of the context for REDD+ in Papua New Guinea. It describes the main drivers of deforestation and degradation, the institutional and political economic context within which REDD+ is being developed, and maps the evolution of a national REDD+ strategy and associated policy and legislation during 2008–2012. It highlights the opportunities and challenges of developing policies that can provide climate-effective, cost-efficient and equitable REDD+ outcomes for Papua New Guinea. Papua New Guinea’s system of customary land tenure provides both enormous opportunities and challenges for REDD+. Gaining the free, prior and informed consent of customary landowners who own the forests that REDD+ initiatives are designed to protect and developing equitable benefit-sharing mechanisms will be a key challenge. Corruption and a lack of transparency and accountability within the government are significant problems for the country to overcome. Political instability and capacity constraints within the public service also pose challenges to the smooth and steady development and implementation of REDD+ policies. While there appears to be a growing national discourse around good governance and anti-corruption, a complex political economy has thwarted many previous attempts at forest policy reform in the country and REDD+ is likely to face significant opposition from those who currently benefit from the unsustainable exploitation of the country’s forests. But the outlook for REDD+ in Papua New Guinea need not be pessimistic. Many different stakeholder groups including government agencies, civil society organisations, donors, private sector actors and research institutes support the concept of REDD+ in Papua New Guinea. Despite some early missteps in terms of broad stakeholder engagement and national ownership over the policy process, the government has shown genuine progress in developing a transparent and accountable governance structure that can, and is, incorporating the perspectives of multiple stakeholders. Occasional Papers contain research results that are significant to tropical forest issues. This content has been peer reviewed internally and externally. Indigenous peoples all over the world find themselves part of political systems that are not their own but created and defined by governments with alien rules and led by politicians. Over the last centuries, indigenous peoples have gained experience in dealing with these imposed systems of politics and with hitherto unknown social structures. The experiences are very diverse and the reactions to political systems vary. This book gives an impression of and some ideas and inspiration on the issue of involvement of indigenous peoples in national politics. It may be seen as the beginning of a process that will hopefully lead to further discussion and co-operation within the regions but also at an interregional level. The book is a compilation of articles initially written for a number of workshops on Indigenous Peoples' Experiences with Political Parties and Elections. The workshops took place between 1999-2000 in different regions of the world.

The idea for this book emerged from a conversation between Vivian Forbes and Charles Eaton following two seminars held in the Department of Geography at the University of Western Australia given by Trevor So?eld and Christopher Grif?n more than ?ve years ago. One seminar involved papers from Charles Eaton and Christopher Grif?n on the recent Speight coup in Fiji; the other, given by Trevor So?eld, was on the Solomon Islands. The seminars were attended by, among others, Dennis Rumley, who on getting involved in the conversation, suggested the idea of a book and then followed through on its scope, structure, planning, and possible contributors. Looking back now, we owe a special debt of gratitude to Charles Eaton both for his enthusiasm and his ideas then, and for his continued support throughout the whole project. Since that time ?ve years ago, many people have boarded and have left the Arc. Indeed, the very project itself exhibited a degree of instability. At times, it even looked as though it might not stay a?oat. Thankfully, several early boarders remained ?rmly anchored. Other authors were co-opted later, some at relatively short notice, one or two of them under mild duress. We extend our heartfelt thanks to all of these contributors for remaining patient, enthusiastic, and keeping faith with the project. Naturally, a project like this, dealing with such a large and dynamic region, will always be out-of-date.

Women are significantly underrepresented in politics in the Pacific Islands, given that only one in twenty Pacific parliamentarians are female, compared to one in five globally. A common, but controversial, method of increasing the number of women in politics is the use of gender quotas, or measures designed to ensure a minimum level of women’s representation. In those cases where quotas have been effective, they have managed to change the face of power in previously male-dominated political spheres. How do political actors in the Pacific islands region make sense of the success (or failure) of parliamentary gender quota campaigns? To answer the question, Kerryn Baker explores the workings of four campaigns in the region. In Samoa, the campaign culminated in a “safety net” quota to guarantee a minimum level of representation, set at five female members of Parliament. In Papua New Guinea, between 2007 and 2012 there were successive campaigns for nominated and reserved seats in parliament, without success, although the constitution was amended in 2011 to allow for the possibility of reserved seats for women. In post-conflict Bougainville, women campaigned for reserved seats during the constitution-making process and eventually won three reserved seats in the House of Representatives, as well as one reserved ministerial position. Finally, in the French Pacific territories of New Caledonia, French Polynesia, and Wallis and Futuna, Baker finds that there were campaigns both for and against the implementation of the so-called “parity laws.” Baker argues that the meanings of success in quota campaigns, and related notions of gender and representation, are interpreted by actors through drawing on different traditions, and renegotiating and redefining them according to their goals, pressures, and dilemmas. Broadening the definition of success thus is a key to an understanding of realities of quota campaigns. Pacific Women in Politics is a pathbreaking work that offers an original contribution to gender relations within the Pacific and to contemporary Pacific politics.
