Discusses the policies, practices and outcomes of privatization in six transition economies: the Czech Republic, Hungary, Poland, Russia, Slovenia and Ukraine, paying particular attention to cross-country differences and to interrelations between the processes of privatisation and the political transition from communism to a new system.The analysis is restricted to the privatisation in those fields where its methods have been strongly different from privatisations in advanced market economies and where differences of privatisation principles and techniques among our six countries were also rather various. This is basically the privatisation of middle-sized and large enterprises, not including banks, non-bank financial companies, natural monopolies and agricultural entities.

This volume examines the property transformations in post-communist Central Eastern Europe (CEE) and focuses on the role of restitution and privatisation in such transformations. It argues that the theorisation of ‘restitution’ in post-communist CEE is incomplete in the transitional justice scholarship and in the literature on correction of historical wrongs. The book also argues that, for a more complete theorisation of (post-communist) restitution, the transformations of property in post-communist societies ought to be studied in a more holistic way. The main legal vehicles used for such transformations, privatisation and restitution, should not be studied separately and in abstract, but in their reciprocal relationship, and in connection to the dimension of justice which each could achieve. Finally, the book integrates ‘privatisation’ in a theory of post-communist transformation of property.

Volume Three of the Classics of Comparative Policy Analysis, contains chapters concerned with "Regional Comparisons and Policy Analysis" – one of the most prevailing approaches in comparative public policy. As the longest economic boom in history has given way to leaner times, unemployment has re-emerged as a major issue. This theoretically and empirically sophisticated book examines how unemployment takes on widely different political meanings and explores the ways in which governments act to change their own accountability for unemployment. It contributes to the comparative political economy literature that analyzes political responses to economic problems. Baxandall reverses a conventional application of comparative research by using an Eastern European case to reveal political dynamics that are mirrored in the West - as demonstrated with American and Western European cases. Using interviews and previously unexplored archives to consider a dramatic transformation in the meaning of unemployment in Hungary, he demonstrates how the politics of economic change depend crucially on the political re-crafting of economic categories.

This work surveys processes of party development in the context of the ten years of democratic change in post-communist eastern Europe.
