Unlike most books which consider China’s transformation and globalization over the last four decades by focusing on China’s economic growth, this book examines how the Chinese regime has handled the increasingly complex sociopolitical and socio-economic challenges generated as a result of the country’s economic growth and transformation, challenges arising both from within the country and also from the external political environment. Based on extensive original research, the book outlines how China’s economic development has generated social and governance pressures, discusses the government’s social, educational, and governance reforms, and highlights how China’s development experiences, which differ from the Western economies with democratic political regimes, have drawn increasing attention from other countries in the developing world as an example to follow.

This book constitutes the first comprehensive retrospective on one hundred years of post-dynastic China and compares enduring challenges of governance in the period around the collapse of the Qing dynasty in 1911 to those of contemporary China. The authors examine three key areas of domestic change and policy adaptation: social welfare provision, local political institutional reform, and social and environmental consequences of major infrastructure projects. Demonstrating remarkable parallels between the immediate post-Qing era and the recent phase of Chinese reform since the late-1990s, the book highlights common challenges to the political leadership by tracing dynamics of state activism in crafting new social space and terms of engagement for problem-solving and exploring social forces that continue to undermine the centralizing impetus of the state.

East Asia is at the heart of the global economic transformation, and the countries of the region are witnessing rapidly changing labour markets, alongside the pressure to cut production costs and lower taxes in order to become successful ‘competition states’. These changes have resulted in increased welfare demands which governments, organizations and agencies across the region have had to address. This book examines welfare regimes in the Greater China region, encompassing mainland China, Hong Kong, Macao and Taiwan. In so doing, it explores the ways in which the rapid growth and internationalisation of the economy across Greater China is presenting new social policy challenges that governments, social welfare organizations and agencies in the region are having to respond to. Rather than simply describing and categorising welfare systems, the contributors to this volume add to our understanding of how one of the major economic transformations of the contemporary era in East Asia is shaping welfare provision in the region. In turn, in this context of economic change, they examine the new strategies and measures that have been adopted in order to reduce the heavy burden on the state in terms of welfare provision, whilst also attempting to diversify funding and provision sources to meet the pressing welfare needs. In many Western countries, social welfare payments are increasingly being made conditional on recipients doing voluntary work or attending job training courses, a system known as "welfare-to-work" or "workfare". Although social welfare in Asia is very different to the West, with much smaller social welfare budgets, a strong self-reliance and a much higher dependency on family networks to provide support, the workfare approach is also being adopted in many Asian countries. This is the first book to provide a comprehensive overview of how welfare reform around work is implemented in leading East Asian. Based on the experiences of seven East Asian economies - including China, Japan, South Korea, Taiwan, Singapore, Hong Kong and Macau - this book critically analyses current trends; the social, economic and political factors which lead to the implementation of workfare; compares the similarities and differences of workfare in the different polities and assesses their effectiveness.

As the richest cities in the world's most populous nation, Hong Kong and Shanghai have recently experienced dynamic growth spurred by more and better-managed capital. These cities also have social problems whose solutions will cost money. Their urban populations are aging. Health finance at the level these "First World" cities demand threatens to consume a large portion of the municipal budgets. Eldercare and social security are now less well covered by traditional Chinese families. Education has become more complex and public tuition, where it occurs, brings with it official plans for schools. Immigrants have flocked to Shanghai from inland China, and Hong Kong's border has become a protector of the former colony's high productivity jobs. Housing problems also have deeply affected both cities, albeit in somewhat different ways. This book provides a comprehensive overview of the similarities and differences between social policies in the two cities. Each chapter covers a different issue: health finance, housing, education, labor, poverty and social security, eldercare, and migration and competitiveness. The contributors explore pertinent developments in each city and analyze the similarities and differences between the two cities' approaches to social policies. They focus on policy reform and the interface between social policy and its environment. One main theme throughout the book is the extent to which spending for capital accumulation is in conflict with spending for social policies.

This book examines critically how the Chinese government has proactively engaged the nine cities and two special administrative regions in the Greater Bay Area (GBA) in Southern China for deeper collaborations in order to transform the country from the “World Factory” to become a leading world economy in innovation and entrepreneurialism. Featuring a wide geographical scope, this collection of essays surveys enterprise and welfare reforms in all the remaining four Asian communist states: China, Vietnam, Laos and North Korea. Since the collapse of the Soviet Union they can no longer place major reliance upon assistance from other 'fraternal' states and have to devise their own strategies for survival. All have shown a trend towards greater reliance on market forces, though in different ways and to varying degrees. Enterprise management has to adapt to this. In some of them entrepreneurs have become politically and socially acceptable. They may even begin to set trends for social evolution. Yet since state entreprises used to be responsible for all welfare payments to employees and their families, management reforms cannot be separated from those of welfare arrangements. Reducing an enterprise's non-commerical obligations for the sake of greater market efficiency is bound to affect welfare provision. It also reopens the role of official trade unions. How these regimes cope with these conflicting pressures are vital factors in their long-term viability.
