Water Policy Science and Politics: An Indian Perspective presents the importance of politics and science working together in policymaking in the water sector. The importance of the political sphere for understanding and solving water sector problems is the basic rationale of this book, which is the outcome of the Fifth Dialogues on Water, organised at the German Development Institute, Bonn. These dialogues, unlike earlier ones, focused on the political processes of policy formulation and the strategic behaviour of the actors involved. Specific attention is devoted to implications for development cooperation.

According to a famous Talmudic story (Babylonian Talmud, Tractate Shabbat: 31a), a gentile once approached Rabbi Hillel and asked to be taught the entire Torah while standing on one foot. Hillel replied, ‘Love your neighbour as yourself. That is the entire Torah. The rest is simply an explanation. Go and learn it!’ In much the same way, Jewish law can be described in one word—Torah. All the rest is simply an explanation. The Torah, also known as the Bible, the five books of Moses, and the Pentateuch, was written over 3,000 years ago. Since then, Jewish law has developed various interpretations and applications of the Torah, interpretations of those interpre- tions, and so on. Jewish law contains civil dictates as well as religious protocol. Problems that arose in the framework of religious life and problems surrounding civil relationships both found solutions in the same legal source—the Torah and the Halacha, the Jewish legal interpretations and rulings. This chapter on water law in the Jewish tradition provides insight into Jewish law and custom in general, and rules related to the protection of water sources in particular. One should not look, however, to find a written code of Jewish law, as there is none.

This comprehensive volume explores the interface between politics and policy making in the water management sector of India. The authors discuss the nature of the political discourse on water management in India, and what characterizes this discourse. They also explore how this discourse has influenced the process of framing water related policies in India, particularly through the ‘academics-bureaucrat-politician’ nexus and the growing influence of the civil society groups on policy makers, which are the defining feature of this process, and which have produced certain policy outcomes that are not supported by sufficient scientific evidence. The book reveals that the social and management sciences, despite being increasingly relevant in contemporary water management, are unable to impress upon traditional, engineer-dominated water administration to seek solutions to complex water problems owing to a lack of interdisciplinary perspective in their research. The authors also examine the current deadlock in undertaking sectoral reforms due to existing water policies not being honoured. This collection includes several research studies which suggest legal, institutional policy alternatives for addressing the problems in areas such as irrigation, rural and urban water supply, flood control and adaptation to climate variability and change. It was originally published as a special issue of the International Journal of Water Resources Development.

There is widespread recognition — among policy-makers, business communities, and scholars — of the importance of improving environmental policy and management in China. Environmental concerns in China have triggered the publication of a number of books on the subject. However, very few books offer an in-depth case study of the environmental challenges in Shanghai.This book aims to explore the extent to which Shanghai has managed to cope with water supply as well as water quality control challenges in terms of its sociopolitical and economic development since 1990, with a special reference to the impact of social actors on water policy. The book focuses on the contributions from each actor in water policy — the most influential actor being the Shanghai government, private companies, environmental NGOs, Shanghai citizens, and international development agencies. The Shanghai water sector, in the recent few years, has been diversified through interactions between the Shanghai government and the newly emergent social actors. Consequently, water policy in Shanghai is influenced by multilateral interactions between these actors with their diverse interests and goals. The book will demonstrate the ways in which these actors in the Shanghai water sector have co-evolved through interactions to formulate a new mode of water policy reflecting the diverse interests of the social actors.

This book presents an analysis of the main traits of the Turkish political culture and articulates some of the most important deeply embedded social qualifications of political life in Turkey. It reveals that when water management is historically and socially shaped by heavily technical knowledge systems of engineering it becomes a particularly useful tool for various political interests. The book analyses how Turkish freshwater management is socially constructed as both an engineering discourse and a paternalistic bureaucratic transaction. Such a construction stands in stark contrast to the water management discourse of the European Water Framework Directive (WFD), the European Union’s common water policy. Of all the issues faced in Turkish water management, none are as important and problematic as the issue of complying with European Union (EU) accession criteria. Not only is water socially, economically and environmentally important; its water management is a useful prism through which the EU accession process can be viewed as a whole. It showcases the complementarities and divergences between Turkish and EU bureaucratic constructs and value systems.

This republished Special Issue highlights recent and emergent concepts and approaches to water governance that re-centers the political in relation to water-related decision making, use, and management. To do so at once is to focus on diverse ontologies, meanings and values of water, and related contestations regarding its use, or its importance for livelihoods, identity, or place-making. Building on insights from science and technology studies, feminist, and postcolonial approaches, we engage broadly with the ways that water-related decision making is often depoliticized and evacuated of political content or meaning—and to what effect. Key themes that emerged from the contributions include the politics of water infrastructure and insecurity; participatory politics and multi-scalar governance dynamics; politics related to emergent technologies of water (bottled or packaged water, and water desalination); and Indigenous water governance.

Bringing contributions by a variety of authors together in one volume is part of an attempt to show that hydropolitics is a growing discipline in its own right. The prevailing definition of hydropolitics is widened to include the elements of scale and range. This is illustrated through a focus on theoretical and legal issues, case studies from Southern Africa and a proposed research agenda. The book is an important addition to the literature on hydropolitics.
