Rule of law, one of the pillars of the modern world, has emerged in Western liberal democracies. This book considers how rule of law is viewed and implemented in the different cultural, economic and political context of Asia.

The social sciences have been heavily influenced by modernization theory, focusing on issues of economic growth, political development and social change, in order to develop a predictive model of linear progress for developing countries following a Western prototype. Under this hegemonic paradigm of development the world tends to get divided into simplistic binary oppositions between the ‘West’ and the ‘rest’, ‘us’ and ‘them’ and ‘self’ and ‘other’. Proposing to shift the discussion on what constitutes the ‘Other’ as opposed to the ‘Self’ from philosophy and cultural studies to the social sciences, this book explores how the structural asymmetries existing between Western discourses and the realities of the non-Western world manifest themselves in the ideas, institutions and socio-political practices of India and China, and in how far they shape the social scientist’s understanding of their discipline in general. It provides a counter-narrative by revealing the relativity of geographies, and by showing that the conventional presentation of core elements of the Asian socio-political set-up as ‘aberrations’ from the Western models fails to acknowledge their inherent strategic character of adapting Western concepts to meet local requirements. Drawing on multiple disciplines, concepts and contexts in India and China, the book makes a valuable contribution to the theory and practice of politics, as well as to International and Asian Studies.

This book analyzes the ways in which organizations and individuals in India grappled with and contested definitions of democracy and unity in the decades directly preceding and following independent Indian statehood. The All India Scheduled Castes Federation and the All India Women’s Conference are used as case studies to explore Indian Dalit and women activists’ attempts to reconceptualize universal citizenship, Indian identity, dissent, and principled democracy during a moment of uncertainty in India’s political life. The author argues that, because the Indian nation and the Indian state remained in flux during the 1940s and '50s, marginal political actors, writers, social activists, and others were able to propose novel forms of democratic participation and new ideas about what it would mean to be a unified state that appreciates political responsibility, a respect for difference and a broader perspective of the population. Moreover, this book suggests that this redefinition of Indian politics is more widespread than generally understood and considers how strategies used by both organizations featured have continued to be part of the national story about democracy and dissent in India. Through an examination of public discourse, caste politics, women’s rights advocacy, and popular literature, this book excavates the traces of fundamental uncertainty regarding definitions and expectations of democracy and unity in India. Social movements have played a vital role in Indian politics since well before the inception of India as a new nation in 1947. During the Nehruvian era, from Independence to Nehru's death in 1964, poverty alleviation was a foundational standard against which policy proposals and political claims were measured; at this time, movement activism was directly accountable to this state discourse. However, the role of social movements in India has shifted during the last several decades to accompany a changed political focus—from state to market and from reigning ideologies of secularism to credos of religious nationalism. In the first volume to focus on poverty and class in its analysis of social movements, a group of leading India scholars shows how social movements have had to change because poverty reduction no longer serves its earlier role as a political template.
