This textbook explains the politics of free trade agreements in Japan and South Korea. Examining free trade agreements in Japan and South Korea since the late 1990s, Choi and Oh analyze the role of institutions, political leaders, sectoral interests, and civil society in placing the two countries on alternate paths of free trade agreements at different points in time. Systematically approaching the politics of free trade agreements from each perspective, they expose the domestic political underpinnings of free trade agreements in a global trade order that is increasingly fraught with conflict. The proposal for an Asia-Pacific-wide free trade agreement is one of the oldest ideas for promoting mutually beneficial regional cooperation dating back to the mid-1960s. In more recent times, the idea has found new support for two main reasons: as a plan B to the stumbling Doha Development Agenda (DDA) round of WTO negotiations; and as a solution to the noodle bowl of bilateral agreements in the region.This report assesses the political feasibility of the Free Trade Area of the Asia-Pacific (FTAAP) proposal and looks at alternative modalities for achieving free trade and investment in the Asia-Pacific. The report includes trade policy perspectives from the three largest economies of the region: the United States, China and Japan, lessons from similar proposals such as the Free Trade Area of the Americas (FTAA), possible convergence among the many preferential trade agreements (PTAs) in the region, and alternative approaches to regional economic integration.

To convey the image of a responsible power willing to contribute to regional stability and cooperation, China has shifted from a single-minded preference for bilateralism to an active participation in East Asian regionalism in the recent decades. This development has inspired discussions over whether a rising China could play a leadership role in building an institutionalized architecture for regional cooperation in East Asia. Nevertheless, this has not happened as East Asian regional cooperation and relevant activities remain mostly ad hoc and informal, especially when compared to regions such as Europe. To what extent has China contributed or constrained the development of regionalism in East Asia? What are China’s desired roles and objectives in East Asian regional cooperation? What is the level of trust that other regional players have for China in regional cooperation? This book seeks answers to these questions by exploring China’s motivations and strategic calculations as well as its policy practices in East Asian economic and security cooperation. This book was published as a special issue of the Journal of Contemporary China.

In this conference volume, distinguished economists and trade policymakers address the US initiatives to enter into free trade negotiations with a broad range of countries in the Asia-Pacific region, the Western Hemisphere, and Africa. The sheer number of these initiatives is unprecedented and has provoked major policy questions concerning US interests in the negotiations, the setting of priorities among the many contenders for concluding free trade agreements (FTAs) with the United States, the objectives of those trading partners, and the implications that these agreements could have for broader initiatives such as the Doha Round in the World Trade Organization and the Free Trade Area of the Americas. The papers in the volume were presented during a conference on FTAs and US trade policy, sponsored by the Institute in May 2003. The editor, Jeffrey Schott, summarizes the policy implications drawn from the conference papers and discussions, which are organized around several topics: the conceptual case for FTAs and how they have worked in the past; what FTAs imply for the broader global system; the specific agreements that are already being pursued (Australia, Central America, Morocco, southern Africa) or considered (ASEAN, Brazil, Egypt, Korea, and Taiwan). The volume includes a technical appendix with results of GTAP and gravity model simulations of the trade and welfare effects of the prospective agreements.

Free trade has become the mantra of development strategy for many countries in the world, especially those in the Asia Pacific. This book delves into the American side of the story. It is about how Singapore and the United States came to sign the agreement in 2003 (taking effect from 1 January 2004). The United States - Singapore Free Trade Agreement (USSFTA) is the first FTA that America signed with an Asian country and the second such agreement with a fully developed country, after Canada. The city-state has used a free trade agreement as both a national survival and a growth strategy, first forging such FTA ties with its major trading partners and then expanding its strategic link to such extra-regional great powers as the United States, Japan, Australia, China, India, and the European Union. Both Singapore and the United States saw in FTAs something more than just merchandise trade.

This book contributes to the theoretical and empirical literature on Asian regionalism, with a focus on the innovations needed to reform the current institutional architecture in Asia. After reviewing the key issues and challenges related to the political economy of Asia’s economic cooperation and integration, the book discusses various aspects of regionalism from political and economic perspectives. It looks at the rationale for regional collective action and reviews the trend of economic integration with a focus on the implications of the global financial crisis. In addition to reviewing the key issues related to the development of regional institutions for integration, the book analyzes issues such as trade and finance and deals with the implications of regionalism in terms of the introduction of domestic reforms in Asian countries before discussing the possible formation of a region-wide economic community. The eight chapters of the book are based on respective papers initially prepared for the Asian Development Bank Institute Conference 2010.

While major theories of economic regionalism in the existing literature are primarily constructed to explore institutionalized regional integration, European integration in particular, the analytical framework developed in this work explains the unique process and pattern of regional integration in East Asia.

This book investigates the appropriate relationship between regionalism and multilateralism, with a special reference to recent FTAs in Asia. It is undeniable that past trade multilateralism-regionalism debates centered on the trade-in-goods aspect.
