As a basic human need, the provision of safe water is among the highest priorities of government and humanitarian interventions during post-conflict recovery and peacebuilding. In the aftermath of war, water, sanitation, and infrastructure play a critical role in the recovery of livelihoods and economic development. Moreover, shared waters have great potential for interstate cooperation, assisting to rebuild trust following conflict and to prevent a return to conflict. This volume draws on studies from around the world to create a framework for understanding how water resources decisions and activities can facilitate or undermine peacebuilding in a post-conflict setting.

The UNDP Crisis Prevention and Recovery Report 2008 titled Post-Conflict Economic Recovery: Enabling Local Ingenuity, is a comprehensive analysis focusing on three critical factors: the importance of local ingenuity to guide recovery, the state s role in promoting this ingenuity, and the policies needed to rebuild battered economies and reduce the risk of conflict recurrence. The study cites examples of countries that have succeeded in rekindling post-conflict economies and those that continue to flounder, discussing the foundations that are so vital to foster post-conflict economic recovery.

Countries emerging from civil war or protracted violence often face the daunting challenge of rebuilding their economy while simultaneously creating the political and social conditions for a stable peace. The implicit assumption in the international community that rapid political democratisation along with economic liberalisation holds the key to sustainable peace is belied by the experiences of countries such as Iraq and Afghanistan. Often, the challenges of post-conflict reconstruction revolve around the timing and sequencing of different reform that may have contradictory implications. Drawing on a range of thematic studies and empirical cases, this book examines how post-conflict reconstruction policies can be better sequenced in order to promote sustainable peace. The book provides evidence that many reforms that are often thought to be imperative in post-conflict societies may be better considered as long-term objectives, and that the immediate imperative for such societies should be 'people-centred' policies.

Finds that civil wars, the most common type of large scale violent conflict, are long, brutal and continue to harm societies even after conclusion. Post-conflict countries face extraordinary development and security challenges as they move toward economic recovery. As most countries experience increased growth after the end of the war, external aid helps them to make the most of this peace dividend; however, aid is only growth enhancing when the violence has stopped, so in violent post-war societies aid fails to create a growth enhancing effect. Good governance is robustly correlated with growth; however, whether aid increases growth conditional on good policies is unclear. Likewise it is unclear which types of aid and policy should be prioritized. The effect of UN missions does not necessarily result in economic growth and case studies are needed for better insight into the relationship between security guarantees and economic stabilization.

Claims to land and territory are often a cause of conflict, and land issues present some of the most contentious problems for post-conflict peacebuilding. Among the land-related problems that emerge during and after conflict are the exploitation of land-based resources in the absence of authority, the disintegration of property rights and institutions, the territorial effect of battlefield gains and losses, and population displacement. In the wake of violent conflict, reconstitution of a viable land-rights system is crucial: an effective post-conflict land policy can foster economic recovery, help restore the rule of law, and strengthen political stability. But the reestablishment of land ownership, land use, and access rights for individuals and communities is often complicated and problematic, and poor land policies can lead to renewed tensions. In twenty-one chapters by twenty-five authors, this book considers experiences with, and approaches to, post-conflict land issues in seventeen countries and in varied social and geographic settings. Post-Conflict Peacebuilding comes at a critical time for post-conflict peacebuilding. Its rapid move towards the top of the international political agenda has been accompanied by added scrutiny, as the international community seeks to meet the multi-dimensional challenges of building a just and sustainable peace in societies ravaged by war. Beyond the strictly operational dimension, there is considerable ambiguity in the concepts and terminology used to discuss post-conflict peacebuilding. This ambiguity undermines efforts to agree on common understandings of how peace can be most effectively 'built', thereby impeding swift, coherent action. Accordingly, this lexicon aims to clarify and illuminate the multiple facets of post-conflict peacebuilding, by presenting its major themes and trends from an analytical perspective. To this end, the book opens with a general introduction on the concept of post-conflict peacebuilding, followed by twenty-six essays on its key elements (including capacity-building, conflict transformation, reconciliation, recovery, rule of law, security sector reform, and transitional justice). Written by international experts from a range of disciplines, including political science and international relations, international law, economics, and sociology, these essays cover the whole spectrum of post-conflict peacebuilding. In reflecting a diversity of perspectives the lexicon sheds light on many different challenges associated with post-conflict peacebuilding. For each key concept a generic definition is proposed, which is then expanded through discussion of three main areas: the meaning and origin of the concept; its content and essential components; and its means of implementation, including lessons learned from past practice.

When a country emerges from violent conflict, the management of the environment and natural resources has important implications for short-term peacebuilding and long-term stability, particularly if natural resources were a factor in the conflict, play a major role in the national economy, or broadly support livelihoods. Only recently, however, have the assessment, harnessing, and restoration of the natural resource base become essential components of postconflict peacebuilding. This book offers a critical review of higher education and post-conflict recovery. It provides the first systematic study with a global scope that investigates the role of higher education systems in conflict-affected contexts. The first part of the book analyses the long-standing neglect of higher education in post-conflict recovery, the impact that conflict can have on the sector, and efforts to rebuild and reform higher education systems affected by violent conflict. The second part of the book considers the positive and negative contributions that higher education can make to a range of areas of recovery including humanitarian action, forced displacement, post-conflict reconstruction, statebuilding, and peacebuilding.
