Post Katrina Recovery Of The Housing Market Along The Mississippi Gulf Coast

eBook Download

BOOK EXCERPT:

In the immediate aftermath of the devastation wrought by Hurricane Katrina, Mississippi Governor Haley Barbour appointed the Commission on Recovery, Rebuilding, and Renewal. In summer 2006, the commission asked the RAND Gulf States Policy Institute to describe the state of the pre-Katrina housing markets in Mississippi's three coastal counties, to estimate the damage the storm did to their housing markets, to describe the status of the recovery effort, and to identify problems that might inhibit that recovery. The authors found that Katrina damaged about 60 percent of the three counties' housing stock, but the extent and intensity of that damage varied substantially, depending on the source of that damage. The recovery process then got off to a slow start; the pace seems to have moved more rapidly for single-family than for multifamily units and for moderately than for severely damaged units. Recovery will take at least another two to three years, and the final costs will exceed $4 billion. Three issues will be critical to short-term recovery: construction-sector capacity; availability of funds to finance recovery; and an adequate supply of housing, especially affordable housing, for those whom the storm displaced from their residences. Finally, following through on intentions to implement longer-term mitigation plans seems to become more difficult as time passes since the storm.

Rebuild America

eBook Download

BOOK EXCERPT:

In Obama's America public works is once again a part of the national dialogue. Today it is offered as a solution to the economic downturn and to the public infrastructure crisis. This timely book examines the reasons for the economic crisis facing Main Street, and connects them to why the nation has structurally deficient bridges, weak levees, poorly maintained dams, and dilapidated schools. The book goes on to analyse the history of US public works, updating lessons from the New Deal, to understand the most effective way to organise a modern US civic works project, based on a civic works pilot project for the Gulf Coast. One chapter features new contributions by Howard Zinn, Angela Glover Blackwell, and other leading scholars and thinkers weighing in on how an US civic works project might solve our economic, infrastructure, and environmental crises.

Rethinking Disaster Recovery

eBook Download

BOOK EXCERPT:

Rethinking Disaster Recovery focuses attention on the social inequalities that existed on the Gulf Coast before Hurricane Katrina and how they have been magnified or altered since the storm. With a focus on social axes of power such as gender, sexuality, race, and class, this book tells new and personalized stories of recovery that help to deepen our understanding of the disaster. Specifically, the volume examines ways in which gender and sexuality issues have been largely ignored in the emerging post-Katrina literature. The voices of young racial and ethnic minorities growing up in post-Katrina New Orleans also rise to the surface as they discuss their outlook on future employment. Environmental inequities and the slow pace of recovery for many parts of the city are revealed through narrative accounts from volunteers helping to rebuild. Scholars, who were themselves impacted, tell personal stories of trauma, displacement, and recovery as they connect their biographies to a larger social context. These insights into the day-to-day lives of survivors over the past ten years help illuminate the complex disaster recovery process and provide key lessons for all-too-likely future disasters. How do experiences of recovery vary along several axes of difference? Why are some able to recover quickly while others struggle? What is it like to live in a city recovering from catastrophe and what are the prospects for the future? Through on-the-ground observation and keen sociological analysis, Rethinking Disaster Recovery answers some of these questions and suggests interesting new avenues for research.

Fostering Community Resilience

eBook Download

BOOK EXCERPT:

Using the Mississippi Gulf Coast as a case study, this book focuses on the aftermath of Hurricane Katrina and develops the concept of resilience and how it applies to Homeland Security in the aftermath of the worst natural disaster to hit the United States. Through the lens of the national response to Hurricane Katrina and the local lens of the recovery of the Mississippi Gulf Coast community, this work elucidates the particular qualities that make a community and a nation more resilient, discussing resilience as a concept and an application. Additionally, it explores in-depth the interconnected fields that comprise resilience; including economic, social, infrastructure, and political domains. By examining what went right, what went wrong, and what can be improved upon during the Mississippi Gulf Coast's recovery, scholars and policymakers can better understand community resilience not just as a concept, but also as a practice.
