The basis of this book is the disparity between the science of conservation biology and the design and execution of biodiversity conservation projects in the field. The book argues for an 'evidence-based approach', drawing information from fifteen projects in the Lower Mekong regions, with the aim of allowing more effective integrated conservation projects.

This book takes the reader into some of the most intransigent social, economic, and political issues that impact achieving sustainable development in Asia and the Pacific. Through meticulous analysis of the integrated relationships between population, development, and the environment, the chapters in this volume investigate the impacts of hydropower development on fragile ecosystems; mining, landslides and environmental degradation; deforestation; water and food security; rural-urban migration, poverty alleviation, civil society and community empowerment; and how disaster recovery requires multi-scalar and multi-disciplinary approaches that take into account governance, culture, and leadership. Legal frameworks may be legislated, but are often rarely implemented. The book will be valuable to students of sustainability, population and development, and governmental policy advising sectors as well as the NGO and humanitarian sectors. The distinctive characteristic of this book is that it encapsulates an integrated, multi-disciplinary focus which brings to the discussion both robust empirical research and challenging policy applications in the investigation of how the sustainable development goals may be achieved in Asia and the Pacific.

This paper discusses the progress that Vietnam has made toward meeting a core set of development goals that the government recently adopted as part of its Comprehensive Poverty Reduction and Growth Strategy (CPRGS). These goals are strongly related to the Millennium Development Goals (MDGs), but are adapted and expanded to reflect Vietnam's national challenges and the government's ambitious development plans. For each Vietnam Development Goal, the authors describe recent trends in relation to the trajectories implied by the MDGs, outline the intermediate targets identified by the government, and discuss the challenges involved in meeting these. Relative to other countries of similar per capita expenditures, Vietnam has made rapid progress in a number of key areas. Poverty has halved over the 1990s, enrollment rates in primary education have risen to 91 percent (although there is a quality problem), indicators of gender equity have been strengthened, child mortality has been reduced, maternal health has improved, and real progress has been made in combating malaria and other communicable diseases. In contrast, Vietnam scores worse than other comparable countries in the areas of child malnutrition, access to clean water, and combating HIV/AIDS. A number of important crosscutting issues emerge from this analysis that need to be addressed. One such challenge is improving equity, both in terms of ensuring that the benefits of growth are distributed evenly across the population and in terms of access to public services. This will involve addressing the affordability of education and curative health care for poor households. Improvements in public expenditure planning are needed to align resources better to stated desired outcomes and to link nationally-defined targets to subnational planning and budgeting processes. There is also a need to address capacity and data gaps which will be crucial for effective monitoring. This paper--a product of the Poverty Reduction and Economic Management Sector Unit, East Asia and Pacific Region--is part of a larger effort in the region to help governments move toward outcome-based planning for poverty reduction.

Climate change is one of the most pressing issues of our times, yet global solutions have proved elusive. This book draws together cutting-edge anthropological research to uncover new ways of approaching the critical questions that surround climate change. Leading anthropologists engage in three major areas of inquiry: how climate change issues have been framed in previous times compared to present-day discourse, how knowledge about climate change and its impacts is produced and interpreted by different groups, and how imagination plays a role in shaping conceptions of climate change.

This study focuses on impacts of the environmental and socio-economic transformation on the indigenous people's livelihoods in Vietnam's Central Highlands recent decades since the country's reunification in 1975. The first empirical section sheds light on multiple external conditions (policy reforms, population trends, and market forces) exposed onto local people. The role of human and social capital is examined again in a specific livelihood of community-based tourism to testify the resilience level of local people when coping with constraints. The study concludes with an outlook on implications of development processed which still places agriculture at the primary position livelihood, and pays attention to human capital and social capital of indigenous groups in these highlands.

What are the roles and responsibilities of different levels of government over forests and land use in Vietnam? Over the last two decades how have government priorities shifted? How has decentralisation been realised through changing land laws and forest protection and development programs? Which powers and responsibilities are centralized, and which are decentralized? What role do local people play? This report reviews the statutory distribution of powers and responsibilities across levels and sectors. It outlines the legal mandates held by national and lower level governments with regard to land and forest allocation, afforestation programs, rubber plantations, Payments for Forest Environmental Services (PFES), land use planning, and more. The review considers legal and policy changes in land use and forestry in Vietnam following the ‘doi moi’ reform in 1986 up to 2014. After a short introduction, the second section describes the decentralization process, including mechanisms for participation. The third section outlines sources of revenue available to different government levels from forest fees and payments for environmental services. The fourth section details the specific distribution of powers and arenas of responsibility related to multiple land use sectors across and within levels, and the fifth and final section concludes on the policy changes and processes in relation to observed forest cover change. The study was commissioned under CIFOR’s Global Comparative Study on REDD+, as part of a research project on multilevel governance and carbon management at the landscape scale. It is intended as a reference for researchers and policy makers working on land use issues in Vietnam.

Given the growing urgency to develop global responses to a changing climate, The Carbon Fix examines the social and equity dimensions of putting the world’s forests—and, necessarily, the rural people who manage and depend on them—at the center of climate policy efforts such as REDD+, intended to slow global warming. The book assesses the implications of international policy approaches that focus on forests as carbon and especially, forest carbon offsets, for rights, justice, and climate governance. Contributions from leading anthropologists and geographers analyze a growing trend towards market principles and financialization of nature in environmental governance, placing it into conceptual, critical, and historical context. The book then challenges perceptions of forest carbon initiatives through in-depth, field-based case studies assessing projects, policies, and procedures at various scales, from informed consent to international carbon auditing. While providing a mixed assessment of the potential for forest carbon initiatives to balance carbon with social goals, the authors present compelling evidence for the complexities of the carbon offset enterprise, fraught with competing interests and interpretations at multiple scales, and having unanticipated and often deleterious effects on the resources and rights of the world’s poorest peoples—especially indigenous and rural peoples. The Carbon Fix provides nuanced insights into political, economic, and ethical issues associated with climate change policy.
