This Volume XIV analyses the New Growth and Poverty Alleviation Strategies for Africa. Institutional issues and perspectives in designing new growth and poverty alleviation strategies are considered in various case studies (Cote d'Ivoire, Nigeria, Botswana and Tanzania). Other studies deal with institutional problems of resource-rich countries after conflict (Sudan), and with the institutions to enhance environmental protection parallel with economic growth and poverty reduction (Niger). Further studies deal with institutions to bridge the gap between formal and informal entrepreneurial sectors in Kenya and Tanzania. Local issues and perspectives for designing new growth and poverty alleviation strategies are considered in case studies on rural-urban development gaps in Tanzania, and on microfinance as an instrument for new growth and poverty alleviation strategies (Tanzania and Eritrea). A study on small farmers in Ghana provides information on the role they can play in value chains. Two studies on Nigeria highlight the local and the sub-regional health and poverty alleviation programmes and the relation to growth. Book Reviews and Book Notes on the theme are part of the volume. This Volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Complementary to Volume XIV is Volume XIII on New Growth and Poverty Alleviation Strategies for Africa - International and Regional Perspectives. Both Volumes are of importance for all those who work in African countries as officials, executives, managers, researchers, and policy-makers, but also for all those who actively support Africa's development concerns at the international, regional, country, local and project levels. They will experience this Volume XIV and also the complementary Volume XIII as indispensable sources of insight, reference and inspiration.

Poverty and destitution continue to be pervasive in development. Recent surveys have revealed that in Tanzania, over fifty percent of the population still live in poverty and about one-tenth of the households are severely undernourished. In response to the world-wide growing concerns about poverty and since sustainable poverty reduction continues to be one of Tanzania's major development goals, a long term research programme in Tanzania is proposed. A workshop, as a first step, was held in 1994, intended to establish consensus over the selected theme and sub-themes and to discuss and establish a broad-based but focused research agenda. The seven papers from the workshop form this book.

This study is based on research carried out in planned and unplanned areas of Yombo Vituka, Dar es Salaam. It argues that adequate housing for the urban poor is a source of income generation and therefore a means of improving livelihoods.

Since gaining independence, the United Republic of Tanzania has enjoyed relative stability. More recently, the nation transitioned peacefully from "single-party democracy" and socialism to a multiparty political system with a market-based economy. But Tanzania's development strategies—based on the leading economic ideas at the time of independence—also opened the door for unscrupulous dealmaking among political elites and led to economic decline in the 1960s and 1970s that continues to be felt today. Indeed, the shift to a market-oriented economy was motivated in part by the fiscal interests of government profiteers. The Political Economy of Tanzania focuses on the nation's economic development from 1961 to the present, considering the global and domestic factors that have shaped Tanzania's economic policies over time. Michael F. Tanzania is a politically stable, much aided country that has consistently grown economically during the first decade of the millennium, while also improving its human development indicators. However, poverty has remained persistent, particularly within rural areas. This collaborative work delves into the reasons why this is so and what can be done to improve the record. The book is the product of both Tanzanian and international poverty experts, based on largely qualitative research undertaken within Tanzania by the Chronic Poverty Research Centre (CPRC). The authors highlight and discuss the importance of macro- and micro-level causes of the persistence of poverty. The latter, on which the book is focused, centre around a negative dynamic affecting a large number of poor households in which widespread failure to provide household food security undermines gender relationships and reduces the possibility of saving and asset accumulation which is necessary for escaping poverty. This results in very low upward mobility. Vulnerability is widespread and resilience against shocks minimal, even for those who are not absolutely poor. Through an in-depth and broad analysis of poverty in Tanzania, the book provides alternative conclusions to those often repeated in the poverty discourse in international and local arenas. The conclusions were reached with the specific aim of informing political and policy debates within Tanzania.
