Poverty Growth And Institutions In Developing Asia

eBook Download

BOOK EXCERPT:

The theme of this book is that economic growth is key, but institutions and other national and subnational attributes matter as well. They are critical to explaining differences in social development and poverty reduction across countries and subnational areas that cannot be accounted for by growth alone. The book concludes that a more complete strategy needs to consider various institutional factors at the national and subnational levels to achieve rapid and sustained poverty reduction. Indeed, paying attention to these factors will benefit both growth and poverty reduction.

Poverty Reduction For Inclusive Sustainable Growth In Developing Asia

eBook Download

BOOK EXCERPT:

This book provides practical policy recommendations that are useful for developing Asia and for accelerating poverty reduction plans in the rest of the world. Poverty reduction in all its forms remains one of the greatest challenges facing humanity. In developing Asia, rapid growth in countries and sub-regions such as China, India, and Southeast Asia has lifted millions out of poverty, but progress has been uneven. On the other hand, the current coronavirus (COVID-19) pandemic and the global economic recession that it has caused are pushing millions of people back into poverty. Poverty reduction, inclusive growth, and sustainable development are inseparable, and poverty reduction is the premise for sustainable development. The Sustainable Development Goals (SDGs) are a bold commitment to finish what we started and end poverty in all forms and dimensions by 2030. However, because of the current global recession, the world is not on track to end poverty by 2030. Given the aforementioned situation, if we plan to achieve the no-poverty target in line with the SDGs, governments need to reconsider their policies and economies need to allocate their resources for this aim. Owing to the importance of the topic, this book provides several thematic and empirical studies on the roles of small and medium-sized enterprises, local businesses and trusts, international remittances and microfinance, energy security and energy efficiency in poverty reduction, and inclusive growth.

Poverty Targeting In Asia

eBook Download

BOOK EXCERPT:

This book is a must read for researchers and students interested in poverty, poverty reduction, social welfare and development. It provides systematic and comparative studies on the design features, achievements and problems of targeting, set against specific national contexts. The economic focus of the analysis is balanced with sections on the political economy of targeting and management aspects (administrative systems and incentives). While the considerable variations between targeting mechanisms, schemes and contexts demonstrate the difficulties of blanket policy prescriptions, the book presents a fascinating conclusion. Rather than continuing the debate about universal versus targeted approaches, it proposes that a mixed approach might be best: the broad targeting of basic services such as primary education and health care combined with the narrow targeting of social protection schemes for the very poor. David Hulme, University of Manchester, UK Most governments attempt to target resources directly at the poor through a variety of measures including food and credit subsidies, job creation schemes and basic health and education projects. These measures are usually classified as being either promotional (to help raise welfare in the long term), or protectional (to support the poor in times of adverse shocks). However, for many Asian countries the reality of these poverty targeting measures has proved disappointing. Following a comprehensive overview by the editor, this book offers a detailed assessment of the results of directly channelling resources to the poor and extensively discusses the experience of five Asian countries India, Indonesia, the People s Republic of China, the Philippines and Thailand. The authors demonstrate how in many cases these targeting measures have failed due to their high cost and errors of both undercoverage (where many of the poor are excluded) and leakage (when many of the better-off also benefit from these schemes). The authors conclude that whilst poverty targeting remains a critically important objective, past targeting errors must not be forgotten and improved methods of both identifying and reaching the poor must be implemented. Written by leading experts in the field and including analysis of original country surveys, this seminal text documents clearly the operation and success of aid schemes in Asia. This book will make a worthy addition to the literature on development, poverty reduction, social welfare and Asian studies. It will also be an important source of reference for academics and students of economic development, aid practitioners, government officials and development NGOs.

Pro Poor Development Policies

eBook Download

BOOK EXCERPT:

“This collection of essays provides a wealth of information and analysis about the Philippine economy and the role of agriculture and economic policy in it. The Philippine experience has been quite different from the highly successful Asian economies, with a long period of low growth until the turn of the century and only then greater success. The authors cover not only the Philippine experience but also place it in its Asian context and that of developing countries more generally. They report on the lessons learned, both positive and negative, from the various economic policies that have been adopted, with regard to both agriculture and to economic inequality. Those interested in Philippine economic development, and Asian development more broadly, will find this an important reference work.”—Anne O. Krueger, Senior Research Professor, Johns Hopkins School of Advanced International Studies; 1st Deputy Managing Director, IMF (2001-6); Vice-President of Economics and Research, World Bank (1982-86)

Practices Of Poverty Measurement And Poverty Profile Of Nepal

eBook Download

BOOK EXCERPT:

Reviews the poverty measuring practices, available measures of poverty, and economic growth figures of Nepal. The poverty rates for FY 1976-77, 1984-85, and 1995-96 are found to be not comparable due to change in methodology over time. The three poverty rates average 40%. Nepal has experienced high economic growth during the 7th (1985-86 to 1989-90) and 8th (1992-93 to 1996-97) Plan periods with no strong evidences of poverty reduction. This incompatible result is partially explained by comparing growth of the agricultural sector with the role of the sector in providing employment and income generation at the household level, and by comparing social indicators particularly literacy rate with the growth of the nonagricultural sector. Monetary Poverty Estimates In Sri Lanka

eBook Download

BOOK EXCERPT:

Provides an introduction to poverty-related data available in Sri Lanka, & monetary measurements of poverty carried out using this data. The lack of an official poverty line in Sri Lanka until June 2004 has over time generated a number of poverty lines & corresponding poverty measures. While these poverty measures have provided a good base for poverty analysis, this paper also touches on the problems generated by the use of multiple methods. The release of the official poverty line by the Dept. of Census & Statistics can be seen as a major step forward in the debate on poverty measurement in Sri Lanka. Charts & tables.

Developmental State Of Africa In Practice

eBook Download

BOOK EXCERPT:

This book is the product of research undertaken at the African Development Bank (AfDB) on the lessons that the continent of Africa can draw from the role of the state in Asia’s rapid economic development in the last 50 years. The book applies a cross-national comparative framework to analyse Africa’s performance drawing broadly on the developmental states of Asia (i.e. Japan, China, India, Vietnam, etc.) with focus on South Korea. The book argues that for Africa to replicate Asia’s developmental success, it may require more than just tweaking the public sector machinery. Dedicated institutions and a citizenry capable of demanding accountability from governments must become key ingredients of the development strategy. The book also provides insight into the learning experiences of Asia, in addressing key national policy challenges i.e. land reform and quality of public administration at the federal and local levels, enhancing technical skills, boosting capabilities for sciences, engineering and mathematics, and industrialization.

Measuring Competitiveness In The World S Smallest Economies

eBook Download

BOOK EXCERPT:

Attempts to measure competitiveness (CP) across countries have typically neglected the world¿s smallest economies. Hence, a simple composite index, the Small State Manufactured Export CP Index or SSMECI, was developed to benchmark industrial CP. The SSMECI represents the first attempt to provide a comprehensive picture of the CP performance of small states. The performance of small states varies across geographical regions, income groups, & country size classes. High-performing small states had better macroeconomic conditions, higher levels of foreign invest., more trade openness, better levels of educ., & modern infrastructure. A coherent, market-oriented CP strategy in small states is vital to success on international markets. Tables.

Labor Market Distortions Rural Urban Inequality And The Opening Of The People S Republic Of China Economy

eBook Download

BOOK EXCERPT:

Evaluates the impact of some key factor market reforms on rural-urban inequality & income distribution, using a household-disaggregated, recursive dynamic computable general equilibrium model of the People¿s Republic of China. It also explores how these factor market reforms interact with product market reforms currently under way as part of the country¿s World Trade Org. (WTO) accession process. The simulation results show that reforms in the rural land rental market & hukou system, as well as increasing off-farm labor mobility, would reduce the urban-rural income ratio dramatically. Furthermore, the combination of WTO accession & factor market reforms improves both efficiency & equality significantly. Charts, tables & graphs.
