Power and Authority in Internet Governance investigates the hotly contested role of the state in today's digital society. The book asks: Is the state "back" in internet regulation? If so, what forms are state involvement taking, and with what consequences for the future? The volume includes case studies from across the world and addresses a wide range of issues regarding internet infrastructure, data and content. The book pushes the debate beyond a simplistic dichotomy between liberalism and authoritarianism in order to consider also greater state involvement based on values of democracy and human rights. These changes, especially regarding availability and dissemination of information, are well comparable to Johannes von Gutenberg’s invention of the letterpress in the fifteenth century. The governance and maintenance of the Internet asks for considerable efforts by powerful state actors, notably the United States of America. However, the degree of Internet-usage is marked by a power-shift from state to non-state actors. Regarding this issue, during an IBEI-lecture about “Communication and Education in International Relations”, César de Prado used the term ‘Transnational Cyber Power Diffusion’ (De Prado, 2013), inspired by Joseph Nye’s (2010) concept of ‘Cyber Power’. This paper seeks to explain who is in charge of Internet governance, how power within cyberspace is wielded, and what it may mean for future developments. In order to achieve this, the structure of this paper is fourfold. First of all, a short introduction is given, outlining the history of the Internet’s creation. Afterwards, the matter of Internet governance is dealt with, connecting it to several aspects of Joseph Nye’s Cyber Power concept. In a third step, a case study is presented, examining two relevant non-state actors, –Wikileaks and Anonymous–, aiming at systematically fitting them into context. Finally, the findings are summarized, analyzed and framed into an application of the concept of ‘Transnational Cyber Power Diffusion’.

The information society is a key issue in everyday life and a phenomenon enc- passing social, cultural, economic, and legal facettes. Currently, an information society’s legal framework is gradually crystallizing under the newly introduced term of “Internet governance”. During the last few years, intensive discussions about the contents of Internet governance have addressed manifold aspects of a possible regulatory regime. In light of the general comprehension that an international treaty structure is mi- ing and that self-regulation as a normative model does not sufce in all respects, new architectural and constitutional theories have been developed; furthermore, the international body of the Internet Governance Forum (IGF) came to life. N- withstanding the available literature on IGF, however, a thorough and systematic study sheding light on the main topics of Internet governance (such as legitimacy, transparency, accountability, and participation) and on the key regulatory issues (for example critical Internet resources, access, protection of civil liberties/- man rights, realization of security, safety and privacy standards, as well as the overcoming of the digital divide) from a legal perspective is not yet at hand. Pursuing an interdisciplinary approach, this book offers detailed insights into the empirical relationships between overall social key figures of states and cultures in the fields of information and communication technology (ICT) (digital divide/inequality), the economy, education and religion. Its goal is to bridge the ‘cultural gap’ between computer scientists, engineers, economists, social and political scientists by providing a mutual understanding of the essential challenges posed and opportunities offered by a global information and knowledge society. In a sense, the historically unprecedented technical advances in the field of ICT are shaping humanity at different levels and forming a hybrid (intelligent) human-technology system, a so-called global superorganism. The main innovation is the combined study of digitization and globalization in the context of growing social inequalities, collapse, and sustainable development, and how a convergence towards a kind of global culture could take place. Accordingly, the book discusses the spread of ICT, Internet Governance, the balance between the central concentration of power and the extent of decentralized power distribution, the inclusion or exclusion of people and states in global communication processes, and the capacity for global empathy or culture.

This edited volume brings together experts from around the world to provide coverage and analysis of infrastructure's role in Internet governance, both now and in the future. Never in history have conflicts over Internet governance attracted such widespread attention. High-profile controversies include the disclosures about NSA surveillance by intelligence analyst Edward Snowden, controversy over a decision by the US government to relinquish its historic oversight of Internet names and numbers, and countless cybersecurity breaches involving unauthorized access to Internet users' personal data. Much of the Internet governance ecosystem—both technical architecture and coordinating institutions—is behind the scenes but increasingly carries significant public interest implications. An area once concealed in institutional and technological complexity is now rightly bracketed among other shared global issues—such as environmental protection and human rights—that have considerable global implications but are simply incongruous with national borders. This transformation into an era of global governance by Internet infrastructure presents a moment of opportunity for scholars to bring these politicized infrastructures to the foreground.

This book has shown that Internet governance is already taking place in a variety of localized international regimes, each driven by a distinct politics. While any sweeping global governance regime for the Internet simultaneously raises dangers of intrusive over centralization and irrelevance, we think that the problems, loopholes, and unsavory politics associated with certain aspects of the existing evolution of governance makes it worthwhile to take a more comprehensive look at the system as a whole. The book also created a framework for the identification of public policy issues associated with Internet governance, and looked in greater detail at four specific areas of policy.

The governance of the internet has gained a central role in global politics. International cooperation is increasingly mobilized to ensure that the expansion of connectivity infrastructure, digital services and their usages also safeguards security, human rights, and economic benefits. The field is truly transnational, including a vibrant stakeholder community that plays an active role in building sustainable ‘digital sovereignty’. Over the past decade, novel diplomatic practices have been adopted in negotiating technical standards, norms, regulations, and policies in the intersection of national and global priorities. This book defines this novel tool for diplomatic dialogue as Internet Diplomacy, a concept that entails the broad range of emerging international practices clustered around digital environments, including cybersecurity and internet governance. In broadening our view of diplomacy in the digital age, the book includes a comprehensive collection of contributions and cases addressing Internet Diplomacy. Internet Governance: Origins, Current Issues, and Future Possibilities deals with Internet governance and includes computer history, Internet beginnings, institutions and stakeholders, proposed models of governance, and human rights. The concept of Internet governance covers an exceptionally complex and rapidly changing field of norms and rules. Its origins and conflicts engage many disciplines and give rise to technical standards with contributions from a wide range of stakeholders. At the same time, the Internet has increasingly become the dominant reality for all the information processing industries.
