Over the past decade, the international political system has come to be characterized as a Great Power Competition in which multiple would-be hegemons compete for power and influence. Instead of a global climate of unchallenged United States dominance, revisionist powers, notably China and Russia alongside other regional powers, are vying for dominance through political, military, and economic means. A critical battleground in the Great Power Competition is the Middle East, the Horn of Africa, and the Central Asia South Asia (CASA), also known as the Central Region. With the planned withdrawal of U.S. military forces from Afghanistan, the U.S. has stated its intention of shifting attention away from the CASA Region in favor of a more isolationist foreign policy approach. This book provides an in-depth understanding of the implications for this shift related to regional diplomacy & politics, economic opportunities & rivalries, security considerations & interests, and the information environment. This volume examines contemporary diplomatic, economic, and security competition between China and Japan in the Asia-Pacific region. The book outlines the role that Sino-Japanese competition plays in East Asian security, an area of study largely overlooked in contemporary writing on Asian security, which tends to focus on US–China relations and/or US hegemony in Asia. The volume focuses on Chinese and Japanese foreign policy under President Xi Jinping and Prime Minister Shinzō Abe, and regional security dynamics within and between Asian states/institutions since 2012. It employs regional security complex theory as a theoretical framework to view Chinese and Japanese competition in the Asian region. In doing so, the volume draws on a "levels of analysis" approach to demonstrate the value in looking at security in the Asia-Pacific from a regional rather than global perspective. The vast majority of existing research on the region’s security tends to focus on great power relations and treats Asia as a sub-region within the larger global security architecture. In contrast, this volume shows how competition between the two largest Asian economies shapes East Asia’s security environment and drives security priorities across Asia’s sub-regions. As such, this collection provides an important contribution to discussion on security in Asia; one with potential to influence both political and military policy makers, security practitioners, and scholars. This book is about power in a changing world economy. Though power is ubiquitous in the study of International Political Economy, the concept is underdeveloped in formal theoretical terms. This collection of essays analyses recent experience in East Asia to advance our theoretic understanding of state power in IPE. Over the last quarter century, no other region of the world has had a greater impact on the global distribution of economic resources and capabilities. China, with its "peaceful rise," now stands as the second largest national economy on the face of the earth; South Korea and Taiwan have become industrial powerhouses; Hong Kong and Singapore are among the world’s most important financial centres; and new poles of growth have emerged in several southeast Asian countries – all while Japan, long the region’s dominant market, has slipped into seemingly irreversible decline. The volume’s nine essays, contributed by leading scholars in the United States, Britain and Taiwan, aim to extract relevant inferences and insights from these developments for the study of state power. All are framed by a core agenda encompassing four key clusters of questions concerning the meaning, sources, uses, and limits of power. These essays ask: What new lessons are offered for power analysis in International Political Economy?
