Civil wars remain the most frequent and deadly form of organized armed conflict in the world. What Do We Know about Civil Wars? enlists leading scholars to guide students through cutting-edge research on civil war onset, duration, and outcomes, as well as the recurrence and consequences of civil wars to better understand global security.

Among the more frequent and most devastating of conflicts, civil wars—from Yugoslavia to Congo—frequently reignite and even spill over into the international sphere. Given the inherent fragility of civil war peace agreements, innovative approaches must be taken to ensure the successful resolution of these conflicts. Strengthening Peace in Post–Civil War States provides both analytical frameworks and a series of critical case studies demonstrating the effectiveness of a range of strategies for keeping the peace. Coeditors Matthew Hoddie and Caroline A. Hartzell here contend that lasting peace relies on aligning the self-interest of individuals and communities with the society-wide goal of ending war; if citizens and groups have a stake in peace, they will seek to maintain and defend it. The rest of the contributors explore two complementary approaches toward achieving this goal: restructuring domestic institutions and soft intervention. Some essays examine the first tactic, which involves reforming governments that failed to prevent war, while others discuss the second, an umbrella term for a number of non-military strategies for outside actors to assist in keeping the peace.

This book deals with the question how institutional reform can contribute to peacebuilding in post-war and divided societies. In the context of armed conflict and widespread violence, two important questions shape political agendas inside and outside the affected societies: How can we stop the violence? And how can we prevent its recurrence? This monograph provides a contemporary analysis of the frictions between peacemaking and international human rights law based on the cases of postconflict power-sharing in Lebanon and Bosnia-Herzegovina. In this context it evaluates the long-standing debate in the United Nations and human rights bodies about the 'imperfect peace'. Written from a practitioner–scholarly viewpoint and drawing from new authentic sources, the book describes the mechanisms used in peace agreements and post-conflict constitutions for managing ethnic or religious diversity, explains their legal limits under international human rights law, and provides a conceptual framework for analysing the nexus between law and peacemaking. The book argues that the relationship between the content of peace agreements and post-conflict constitutions, their negotiation process and the element of time, needs to be untangled to better understand the legal limits of statebuilding in the aftermath of armed conflict. Each of Africa's countries has a different constitutional design, is characterized by a unique culture and history, and faces different stresses that threaten to undermine political stability. Presenting the first database of constitutional design in all African countries, along with seven original case studies, Constitutions and Conflict Management in Africa explores the types of domestic political institutions that can buffer societies from destabilizing changes that otherwise increase the risk of violence. With detailed comparative studies of Burundi, Ghana, Kenya, Nigeria, Senegal, Sudan, and Zimbabwe, contributing scholars identify key turning points at which a state's political institutions either mitigated or escalated the effects of economic, environmental, demographic, and political shocks. They find that stability can be promoted by various constitutional designs—not only by accommodative institutions that encourage decentralization and multiculturalism, but also by the integrative, centralized designs that characterize the constitutions of most African countries. The greatest danger may arise from partial or inequitable accommodation that can exacerbate societal tensions, culminating in violence up to and including civil war and genocide. Accordingly, Constitutions and Conflict Management in Africa cautions against the typical international prescription for radical reform to replace Africa's existing constitutions with accommodative designs, instead prescribing more gradual constitutional reform to strengthen liberal institutions, such as strong judiciaries and independent electoral commissions. Power-sharing is an important political strategy for managing protracted conflicts and it can also facilitate the democratic accommodation of difference. Despite these benefits, it has been much criticised, with claims that it is unable to produce peace and stability, is ineffective and inefficient, and obstructs other peacebuilding values, including gender equality. This edited collection aims to enhance our understanding of the utility of power-sharing in deeply divided places by subjecting power-sharing theory and practice to empirical and normative analysis and critique. Its overarching questions are: Do power-sharing arrangements enhance stability, peace and cooperation in divided societies? Do they do so in ways that promote effective governance? Do they do so in ways that promote justice, fairness and democracy? Utilising a broad range of global empirical case studies, it provides a space for dialogue between leading and emerging scholars on the normative questions surrounding power-sharing.
