BOOK EXCERPT:
Landmark political confrontations between sitting presidents and powerful senators have occurred throughout American history--some have shaped the nation. This book takes an in-depth look at seven of those major "Washington wars," including the personal rivalries that spawned each one, the strategies and events that transpired as a result, and the aftermaths and impacts on the country. Neither compromise nor surrender were considered in these intense debates, which left scars on the national psyche. Each episode could be worthy of a historical narrative all its own but considered together they illustrate the long and bitter history of democratic warfare between the leaders and branches of government at either end of Pennsylvania Avenue.

BOOK EXCERPT:
This book rethinks gubernatorial effects on national politics using the case of the Argentine Senate. Simultaneously analyzing senatorial behavior in committees and on the floor, Kikuchi argues that senators strategically change their actions according to stages in the legislative process, and that longstanding governors may influence national politics, causing their senators to shelve unwanted presidential bills at the committee stage. He explains senatorial behavior focusing on varieties in the combinations of principals, whose preferences senators must take into account, and shows that legislators under the same electoral system do not necessarily behave in the same way. He also demonstrates that this argument can be applied to cases from other federal countries, such as Brazil and Mexico. Based on rich qualitative evidence and quantitative data, the book offers a theoretical framework for understanding how some governors may influence national politics.

BOOK EXCERPT:
This classic text on the American presidency analyzes the institution and the presidents who hold the office through the key lens of leadership. Edwards, Mayer, and Wayne explain the leadership dilemma presidents face and their institutional, political, and personal capacities to meet it. Two models of presidential leadership help us understand the institution: one in which a strong president dominates the political environment as a director of change, and another in which the president performs a more limited role as facilitator of change. Each model provides an insightful perspectives to better understand leadership in the modern presidency and to evaluate the performance of individual presidents. With no simple formula for presidential success, and no partisan perspective driving the analysis, the authors help us understand that presidents and citizens alike must understand the nature of presidential leadership in a pluralistic system in which separate institutions share powers. This fully revised thirteenth edition is fully updated through the Biden administration, with recent policy developments, the 2022 midterm elections, changes to the media environment, and the latest data.

BOOK EXCERPT:
Although the federal appointment of U.S. judges and executive branch officers has consistently engendered controversy, previous studies of the process have been limited to particular dramatic conflicts and have tended to view appointments in a vacuum without regard to other incidents in the process, other legislative matters, or broader social, political, and historical developments. The Federal Appointments Process fills this gap by providing the first comprehensive analysis of over two hundred years of federal appointments in the United States, revealing crucial patterns of growth and change in one of the most central of our democratic processes. Michael J. Gerhardt includes each U.S. president’s performance record regarding appointments, accounts of virtually all the major confirmation contests, as well as discussion of significant legal and constitutional questions raised throughout U.S. history. He also analyzes recess appointments, the Vacancies Act, the function of nominees in the appointment process, and the different treatment received by judicial and nonjudicial nominations. While discussing the important roles played by media and technology in federal appointments, Gerhardt not only puts particular controversies in perspective but also identifies important trends in the process, such as how leaders of different institutions attempt to protect—if not expand—their respective prerogatives by exercising their authority over federal appointments. Employing a newly emerging method of inquiry known as “historical institutionalism”—in which the ultimate goal is to examine the development of an institution in its entirety and not particular personalities or periods, this book concludes with suggestions for reforms in light of recent controversies springing from the longest delays in history that many judicial nominees face in the Senate. Gerhardt’s intensive treatment of the subject will be of interest to students and scholars of political science, government, history, and legal studies.
