Neoliberal education reforms promise (but often don't succeed) to improve student outcomes and provide more equitable educational opportunities to students with different backgrounds. They hold schools accountable for their performance through high-stakes testing and linking performance to rewards and sanctions, and by empowering parents. This book presents a critical and objective appraisal of these neoliberalist education reforms. Mustafa Toprak considers the practical elements of neoliberal reforms, including voucher systems, choice, accountability, competition within and between schools, educational inequalities, and high-stakes testing, and in doing this, contributes to social justice debates and the idea of education as a common good. He uses reforms in Chile as a case study and offers a critique of its neoliberal educational reforms. Rather than discrediting all the central tenets of neoliberal education, Toprak considers the pros and cons of these reforms for students, teachers, schools, and societies and proposes new reforms to ensure that policies accurately and responsively address the needs of all stakeholders.

Education at War: The Fight for Students of Color in America's Public Schools, attempts to shape educational research and practice to more explicitly consider the relationship between education, capitalism and war, and more specifically, its’ impact on students of color. The authors, as a whole, contend that the contemporary specter of war has become a central way that racism and materialism become manifested and practiced within education. In particular, this collection asserts that the contemporary neoliberal characterization of education and school-based reform is situated within the global political economy that has facilitated a growth in the prison and military industrial complex, and simultaneous divestment in education domestically within the U.S. Education at War attempts to make research relevant by bringing the tensions within young people’s lives to the fore. The heavy shadow cast by recent U.S. led wars re-organizes the sites of learning and teaching nationally, as well as differentially, within specific sites and upon particular communities. An accelerating pattern in Australia and internationally is the dismantling of public education systems as part of a long-standing trend towards the modernisation, marketisation and privatisation of educational provision. Responsibility for direct delivery of education services has been shifted to contracting and monitoring under the clarion call of school and leadership autonomy and parental choice. Part of this pattern is an increasing blurring of boundaries between the state and private sector, a move from government to new forms of ‘strategic’ governance, and from hierarchy to heterarchy. The restructuring of teaching is a global issue, the result of a transnational movement of policy. Gender shapes the occupational reform and binds the global-to-the-local movement of reform ideas. Gender is also implicated in how policy is done and how it leads to particular outcomes. This volume examines the behind-the-scenes work done to make sense of reform and implement it during the workday and questions the new forms and controls over teaching reforms—the labor process—revealed to understand the implications of neoliberal education reform on teachers’ work. Based on ethnographic research undertaken at public high schools in Argentina, this volume introduces the everyday work lives of teachers. It includes interviews and observations revealing what it means to be a teacher in the reform context, and explores the ways masculinities and femininities shape teachers’ decision-making about reforms.
