During the last ten years the enormous global loss of biodiversity has received remarkable attention. Among the numerous approaches undertaken to stop or lessen this process, access and benefit-sharing (ABS), a market-based approach, has emerged as among the most prominent. In theory, ABS turns biodiversity and genetic resources from an open access good to a private good and creates a market for genetic resources. It internalizes the resources’ positive externalities by pricing the commercial values for research and development and makes users pay for it. Users’ benefits are shared with the resource holders and set incentives for the sustainable use and the conservation of biodiversity. Carmen Richerzhagen, however, finds that in practice there are significant questions about the effectiveness of the approach in the protection of biodiversity and about the fair and equitable sharing of benefits arising from the commercialization. Utilizing the empirical findings of three case studies of biodiversity-providing countries - Costa Rica, the Philippines and Ethiopia - and one case study of a community of user countries, the European Union (EU), Richerzhagen examines the effectiveness of ABS through the realization of its own objectives.

Catherine Potvin, Margaret Kraenzel, and Gilles Seutin asked scientists from developing countries to summarize their experiences of international collaboration and to suggest attitudes and practices that would lead to more fruitful exchanges with northern scientists. They also asked scholars to provide an analytical framework in which these issues could be discussed and to identify possible solutions to questions such as: What are the responsibilities of first world scientists involved in conservation actions in developing countries? How can biologists work toward the protection of biodiversity while being respectful of the human desire for a better future? The resulting papers analyse specific situations encountered in countries such as Democratic Republic of Congo, Madagascar, India, and Panama and discuss the philosophical basis for environmental research. They also examine the work of two institutions whose projects in developing countries have been particularly effective through outreach and attention to local values and needs and who propose a pluralistic view of conservation biology ethics. At the meeting of the International Tropical Timber Organization held in Bali in 1990, ITTO adopted the target of ensuring that all tropical timber marketed internationally should, by the year 2000, come from forests that are managed sustainably. This study is an attempt to determine whether the member countries of the ITTO have a legal and administrative basis for managing their production forests in ways which will allow these forests to contribute to biological diversity conservation. It also attempts to assess the extent to which such management is already applied on the ground through member country studies. A set of guidelines on ways in which management of production forests could be improved is included.
