The industrialisation and modernisation in South Korea that followed the Second World War resulted in rapid progress in economic development, public administration, social service provision and the establishment of modern public policy. Many countries in Asia have long traditions of public deliberation, in both democratic and undemocratic settings, some of which continue today. Yet in the face of pressures from complex governance, popular protests and democratization, certain deliberative practices – notably deliberative polling – have been ‘parachuted’ into the region without regard to historical or traditional practices of deliberation. And, the motivations differ. Some states have made use of public deliberation in order to contain dissent, while others have more emancipatory goals in mind. The contributors to this book take a comparative perspective on the emergence and evolution of deliberative practices in Asia, and their relationships with democracy. They analyse the main motivations for introducing public deliberation in different political regimes and the effectiveness of public deliberation in Asian countries for solving problems and improving governance. In doing so they evaluate whether deliberative democratic tools, can apply to all societies regardless of their political and cultural differences. Although Asia has a long history of governance practices, its modern governance systems have been profoundly influenced by the Western models. This book explores how the declining economic and political influences on the global stage of the USA and Europe has significantly reduced developing countries’ confidence in the public governance models promoted by the Western world. As academics have begun to challenge the assuredness of the conventional logic of ‘Western = Global = Best’, scholarship has also grown on the contextualized governance experiences in Asia. The rise and spread of Covid-19 in the beginning of 2020 presents a once-in-a-century challenge and opportunity for decision makers, managers, scholars, and citizens to understand the risks, mitigate its impact and prepare for future crises. Drawing on a global network of scholars, this book presents a comparative analysis of ten nations’ response to a global pandemic, while operating nominally under the framework of the World Health Organization. The book introduces the concept of ‘collective cognition’ as an analytic lens for examining the nations’ response to Covid-19 during the first six months of the emerging pandemic (January – June 2020) and draws out insights for improving systems of global risk management. This book addresses four primary audiences: policy-makers and leaders in nations struggling to contain viruses while guiding their societies under threat; academic researchers, students, and educators engaged in preparing the next generation of professionals committed to investigating emerging risk: managers of non-profit and private organizations that operate and maintain the networks of social, technical, and economic services that are essential to functioning communities; and the informed general public interested in understanding this extraordinary sequence of events and in managing the novel risk of COVID-19 in a more informed, responsible way.

Disasters such as earthquakes, cyclones, floods, heat waves, nuclear accidents, and large scale pollution incidents take lives and cause exceptionally large health problems. The majority of large-scale disasters affect the most vulnerable populations, which are often comprised of people of extreme ages, in remote living areas, with endemic poverty, and with low literacy. Health-related emergency disaster risk management (Health-EDRM) [1] refers to the systematic analysis and management of health risks surrounding emergencies and disasters; it plays an important role in reducing hazards and vulnerability along with extending preparedness, response, and recovery measures. This concept encompasses risk analyses and interventions, such as accessible early warning systems, timely deployment of relief workers, and the provision of suitable drugs and medical equipment, to decrease the impact of disaster on people before, during, and after disaster events. Disaster risk profiling and interventions can be at the personal/household, community, and system/political levels; they can be targeted at specific health risks including respiratory issues caused by indoor burning, re-emergence of infectious disease due to low vaccination coverage, and gastrointestinal problems resulting from unregulated waste management. Unfortunately, there has been a major gap in the scientific literature regarding Health-EDRM. The aim of this Special Issue of IJERPH was to present papers describing/reporting the latest disaster and health risk analyses, as well as interventions for health-related disaster risk management, in an effort to address this gap and facilitate major global policies and initiatives for disaster risk reduction.
