This book examines three ironic phenomena of South Korean democracy that have developed after its democratic transition in 1987. While the evaluation of South Korea’s political system by external institutions has steadily improved, people’s trust in the nation’s political system continues to decline. However, in the face of political distrust, unlike in Western democracies, voter turnout has increased. Even though political participation and the political influence of citizens have been strengthened over time, the political influence of civic organizations that fostered the initial democratization movement in the 1980s has weakened, parallel to the decline in citizens’confidence in these organizations. Why is South Korean democracy witnessing ironic phenomena that cannot be succinctly explained by existing theories of political development or democracy? This book seeks these answers within the framework of a twotrack democracy, that is, the interplay between institutional and contentious politics. A model of democracy that combines contentious politics with formal politics can shed light on this phenomenon. Yun proposed that the traditional hierarchical and elite-centered political system is no longer sustainable. In order to resolve the democratic deficiency perceived by citizens, it is necessary to consider a new model of democracy beyond the improvement of representative democracy. Moreover, the new model of democracy should be based on a fusion of institutional politics and contentious politics. If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book examines public participation in democratic governance in South Africa. The South African democracy is fairly new, giving rise to a variety of new channels and processes for public participation. In addition, the overwhelming majority of South Africans have little experience of democratic governance, having only acquired political power for the first time in 1994. However, more than seven years of universal suffrage and access to political power is ample justification for assessing the consolidation of democracy in this country. The book focuses on four case studies of public participation: interest group participation in the National Economic Development and Labour Council; the participation of civil society and the legislatures in the formulation of the budget; public participation in legislative processes; and public participation in the integrated development planning processes of local government. Each case study outlines a number of opportunities for, and constraints to, public participation in the processes of democratic governance.
