To understand the profound changes in the modes of public political debate over the past decade, this volume develops a new conception of public spheres as spaces of resonance emerging from the power of language to affect and to ascribe and instill collective emotion. Political discourse is no longer confined to traditional media, but increasingly takes place in fragmented and digital public spheres. At the same time, the modes of political engagement have changed: discourse is said to increasingly rely on strategies of emotionalization and to be deeply affective at its core. Over the last several years, the debate about publics seems to have newly emerged. This debate critically reflects the Habermasian ideal of a (national) public sphere in a transnational context. However, it seems that the issue of a reconstruction of a global public sphere is more complex. In this brilliant and provocative book, Ingrid Volkmer argues that a reflective approach of globalization is required in order to identify and deconstruct key strata of deliberate public discourse in supra- and subnational societal formations. The public space of democracies is constructed in a context that is marked by the digital transformation of the economy and society. This construction is carried out primarily through deliberation. Deliberation informs and guides both individual and collective action. To shed light on the concept of deliberation, it is important to consider the rationality of choice; but what type of rationality is this? References to economic reason are at once widespread, crucial and controversial. This book therefore deals with arguments used by individuals based on the notions of preferential choice and rational behavior, and also criticizes them. These arguments are examined in the context of the major themes of public debate that help to construct the contemporary public space: "populism", social insurance, social responsibility and environmental issues. Economic Reason and Political Reason underlines the importance of the pragmatist shift of the 2000s and revisits, through the lens of this new approach, the great utilitarian and Rawlsian normative constructs that dominated normative political economics at the end of the 20th century. Alternative approaches, based on the concept of deliberative democracy, are proposed and discussed.

This book explores the debate and politicisation of the Transatlantic Trade and Investment Partnership (TTIP) negotiations in the Spanish, French and British public spheres. It addresses the questions of how and to what extent the national media discourses about TTIP were Europeanised, and how this type ofEuropeanisation contributes to the democratic legitimacy of the EU. The author argues that the politicisation of TTIP should be seen as a symptom of the ‘normal’ politics of a democratic polity, as it enlarges the political arena by embedding European issues into national political debates. Demands for ‘Another Europe is Possible’ empower rather than hinder the legitimacy of the EU.

Many contemporary social movements observe, copy, learn from, coordinate and cooperate with other movements abroad, and some mobilise to influence processes of global governance. Can these transnational dimensions of mobilization transform the territorial scale of political debate on issues of common concern in public spheres? In contrast to many existing studies, which focus on the media as carriers of public sphere transnationalisation, this book presents a theoretical and empirical exploration of the role of social movements in such processes. As ‘arenas’ or subaltern counterpublics in themselves, social movements may provide a setting in which activists come to frame claims in a comparative manner, interact with activists from other countries, frame problems as matters of transnational concerns or consider themselves members of transnational communities. As ‘actors’ social movements may contribute to the transnational transformation of public spheres by directing claims to political authorities beyond the state, claiming to represent transnational constituencies, and focus on similar issues and use similar frames of reference as movements abroad. The book’s case studies addressing efforts to build transnational social movements and transnational dimensions of anti-austerity and prodemocracy movements in Spain, Portugal, Greece, Turkey and Ireland provide contemporary empirical illustrations of such processes at work. That risk communication ranks high on the policymaking agenda is beyond discussion today. The field is a point of intersection of social communication, practical management and policy making. It covers such diverse activities as to inform and educate the public about risk, and risk management in order to influence attitudes and behaviour, to act in situations of emergency or crises, to aid in decision-making and to assist in conflict resolution. Communication has grown into a major concern in current risk governance based on network co-ordinated management of public affairs conducted by authorities and companies and is recognized as a key component in the government of risk. This is especially salient in policy fields relating to environmental planning and resource management, urban planning, chemical and food regulation, or infrastructure planning, development and maintenance. This book explores risk communication research with a focus on new theoretical perspectives, research findings, and applied goals. European governance ranks high on the present research agenda on Europe and has attracted considerable attention in public debate in the course of the past decade. This book takes a special approach as it highlights the multi-faceted interconnectedness of EU and national governance that comes with public policy making in the European space. These scholars provide an insight into the current debate on European governance by using state-of-the art, theory-orientated empirical research. The individual chapters give evidence of the functioning and the deficiencies of the penetrated system of governance that has emerged within the European Union. The spreading of competence across different levels and multiple arenas has created a dense and complex network of trans-national negotiations, shifting attention and resources from the national to the European space. European governance puts national governments under considerable pressure to live up to the competing demands of efficient performance and democratic accountability. Though member-states all face the same challenge, they have responded with different kinds of strategies. EU involvement has contributed to the restructuring of the relationship between the legislative and the executive and touches upon the equilibrium between the political and the economic sphere. It influences the interactions between political actors on the one hand and societal actors and the public on the other. The contributions highlight the diverse mechanisms which link EU and national governance and demonstrate the constraints but also the readiness and capacity of political bodies to adapt to demands from their environment. While the volume documents the sensitivity and vulnerability which is associated with interdependent governance, it also gives evidence of learning processes and successful adjustment which is achieved by developing a differentiated and flexible intitutional setting and which allows for further integration. Ideas about matters of public concern are shaped by the spaces associated with them: Events occur in particular places, political regulations apply to specific territories, people in different locations are differentially affected by issues. Yet, political communication research has neglected the question of how the spaces of public issues are constructed in the public sphere. This is especially true for research on social media communication, which is often perceived as placeless. Yet, social media discourses are driven by unequal attention patterns based on users’ interests, resources, and abilities. To understand how these patterns manifest spatially, this interdisciplinary monograph builds on public spheres theory, communication infrastructure theory, and urban sociology to develop the framework of issue spatiality. It focuses on how social media users discuss different places in urban policy issue discourses. By applying the framework to four large-scale Twitter discourses on housing markets and cycling infrastructure in two German cities, Berlin and Frankfurt, the research reveals the spatial patterns and inequalities of social media discourses. It demonstrates that digital discourses are overwhelmingly focused on a small number of places in the urban center. These places emerge as the locus of activism and political controversy, while the urban periphery remains hidden or is discussed in purely administrative terms. Places with dense civic infrastructure and privileged residents receive disproportionate attention. The book provides an in-depth look at the ways in which socio-spatial inequalities are inscribed in public communication and shape ideas about societal issues.
