This open access book draws together key research from the UK Climate Resilience programme. It focuses on topics central to the programme’s research agenda, including improved characterisation and quantification of climate risks, enhanced understanding of the management of climate risks, and the development and delivery of climate services. Key chapters address the challenges inherent to undertaking resilience research, including how to make the term ‘climate resilience’ usable and useful, co-producing research between academics, policy makers and practitioners, and engaging and communicating outside of academia. This book is unique in providing a concise and accessible overview of the programme’s key lessons, placing the findings into a wider context and it will inform future research, policy and practice agendas.

To better address the impacts from climate change, OECD countries are increasingly making climate change adaptation a policy priority. Assessing progress in the implementation of national adaptation policies is a critical step in understanding how adaptation efforts contribute to strengthening climate resilience, and whether they are effective. Experience in policy design and implementation has grown significantly, however measuring progress remains a challenge for countries. Building on a cross-country survey and country case studies carried out in Chile, Korea, the Slovak Republic and the United Kingdom, this report provides insights into current OECD country practices in measuring climate adaptation. It proposes a framework that can guide countries on what needs to be measured and how, and discusses the role that adaptation indicators and a conducive institutional environment can play in strengthening adaptation measurement.

Climate change is the single largest threat to the attainment of the Millennium Development Goals (MDGs) and sustainable development. Addressing climate risk is a challenge for all. This book calls for greater collaboration between climate communities and disaster development communities. In discussing this, the book will evaluate the approaches used by each community to reduce the adverse effects of climate change. One area that offers some promise for bringing together these communities is through the concept of resilience. This term is increasingly used in each community to describe a process that embeds capacity to respond to and cope with disruptive events. This emphasizes an approach that is more focused on pre-event planning and using strategies to build resilience to hazards in an adaptation framework. The book will conclude by evaluating the scope for a holistic approach where these communities can effectively contribute to building communities that are resilient to climate driven risks.

Resilience is currently infusing policy debates and public discourses, widely promoted as a normative goal in fields as diverse as the economy, national security, personal development and well-being. Resilience thinking provides a framework for understanding dynamics of complex, inter-connected social, ecological and economic systems. The book critically analyzes the multiple meanings and applications of resilience ideas in contemporary society and to suggests where, how and why resilience might cause us to re-think global change and development, and how this new approach might be operationalized. The book shows how current policy discourses on resilience promote business-as-usual rather than radical responses to change. But it argues that resilience can help understand and respond to the challenges of the contemporary age. This book focuses on the risks that climate change poses for the health sector. It discusses the current vulnerabilities to climate-sensitive diseases, the resultant mortality and morbidity in human populations, the projected risks in connection with increasing global warming, and the options for tackling the adverse impacts of climate change.
